First Week Successfully Completed for the International CBRNe Master Courses at the University of Rome Tor Vergata

Following the Opening Ceremony of the International Master Courses in Protection against CBRNe Events at the University of Rome Tor Vergata, the first week of lectures has been successfully completed, marking an intensive and high-level start to the 2026 academic activities.

 

The week began with a prestigious LECTIO MAGISTRALIS entitled “CBRNe events and wars. What is it happening today? What we have to be scared for tomorrow?”, delivered by Ambassador Krzysztof Paturej, Initiator and leader of global chemical safety and security process and founder of the ICCSS. His lecture offered a strategic overview of current global threats and emerging future scenarios in the evolving CBRNe environment.

 

This was followed by a keynote speech on CBRNe risk and on the activities of the NBC School of Rieti, delivered by Comandante Gen. B. Giorgio Guargilia, who provided valuable institutional insight and operational perspectives.

 

The academic activities then continued through Monday and the first part of Tuesday with Col. Radovan Karkalic, who shared several case studies and lessons learned, significantly enriching the participants’ understanding through practical and operational experience.

 

Tuesday concluded with the intervention of Comandante Rossi Rodolfo of the Polizia di Stato, who addressed the topic of explosives through case studies and lessons learned, highlighting both investigative and response-related dimensions in complex scenarios.

 

On Wednesday morning, Dr. Marco Carbonelli from the Presidenza del Consiglio dei Ministri introduced the fundamental concepts of risk and risk analysis, providing an essential framework for decision-making processes in CBRNe contexts. The programme then continued with sessions on safety and security culture delivered by Dr. Carlo Rusconi of SOGIN, followed by a lecture conducted by the 7mo Reggimento CBRNe Cremona.

 

Thursday morning featured the contribution of Comandante Marco Fracassi, together with his Officers Santoro and Bianco, who focused on the role of the Marina Militare in the management of CBRNe events. Their session included operational case studies and lessons learned. The day then continued with three Table Top Exercises (TTX): one delivered by the Marina Militare and two developed and led by Dr.ssa Alba Iannotti, focused respectively on a chemical contamination scenario and a dirty bomb incident. These exercises allowed participants to apply theoretical knowledge within realistic simulated crisis environments.

 

Friday morning was dedicated to the Croce Rossa Militare, with Dr. Francesco Castello presenting case studies and lessons learned, followed by a lecture on the possible applications and risks of Artificial Intelligence in CBRNe contexts delivered by Prof. Andrea Malizia.

 

The week concluded on Friday afternoon with an online integrative seminar delivered by Dr. Socci on “Il Protocollo della legalità nei grandi appalti della sicurezza”, addressing governance, compliance, and transparency in large-scale security infrastructures.

 

Overall, the first week offered a comprehensive, multidisciplinary, and highly operational training experience, combining strategic vision, institutional expertise, practical lessons learned, and scenario-based exercises.

 

Activities will resume tomorrow with the Biological Module of the First Level Master.
