AL HMOUD, Maj. Abdulla

Head of CBRN Innovation Lab

Dr Abdulla Al Hmoud is a Major who served in Abu Dhabi Police, GHQ, UAE for over 16 years.  Currently, He is the deputy director of CBRN administration at the Emergency and Public Safety Directorate, AD Police, GHQ.  He obtained his PhD from Salford University, UK 2016.  His doctorate focuses on Community-Centered early Warning System that enhances reliance in disaster.  His subsequent research work and contribution to international conferences addressed this area of interest too. His master degree though was on Disaster Management and completed in 2011 from Dubai University, UAE.

Focusing on other duties and membership, He is the President of Research in Security and Safety, UAE. Also Head of Occupational health, safety, emergency management and public safety in AD Police. His main interests and current research relate to innovation that focus on protection of community from natural hazards and disasters.

ALBERICO, Amalia

In 1999 she graduated at University of Naples in International Trade and Currency Markets. In the first phase of her professional life, she deals with budget and financial statements consulting, working, among others, also at multinational Arthur Andersen SpA in Milan. Then she begins a period of collaboration as contract researcher at the Economics Department of University of Naples, where she achieves a PhD with a published thesis.

In 2005, looking for a dynamic life and growing challenges, she joined as Officer to Italian Navy, where she still is serving with the rank of Lieutenant of Italian Coast Guard in the Maritime Security Office at Italian Coast Guard Headquarters.

She, currently has a role of responsibility in Italian Coast Guard quality management system at national level. In the actual role she has been in charge, in a first step, of safety of navigation, with particular regard to technical instruments for navigation and rescue equipment. In the last two years, she has been included in management, control and monitoring system for maritime security of ships, harbors, port and port facility of Italy.

She lives in Rome, and in her spare time she studies Spanish and French.

 

 

ALMARZOUQI, Maj. Dr. Ibrahim Mohamed Zainal 

Major Dr. Ibrahim Almarzouqi BBA, MSc, PhD - Directorate of Emergency and Public Safety, Abu Dhabi Police GHQ, UAE.

Dr. Ibrahim Almarzouqi is a long-serving Major in Abu Dhabi Police GHQ, UAE. He holds the Doctorate degree in Community Awareness, Crisis and Disaster Management (from Northumbria University, Newcastle, UK); and MSc in Disaster Management from Coventry University, England, UK. Though, his Bachelor degree in Business Administration ( ie BBA degree)  was obtained from the UAE University in 2006.  

He is currently the Head of Data Analysis Section at the Emergency and Public Safety Directorate, AD Police GHQ, UAE. Previously Dr Almarzouqi worked at various departments and hold a range of positions at the Directorate of Emergency and Public Safety, Abu Dhabi Police GHQ . In 2011 for example, He directed the Innovation and Development section and then between 2012- 2017 was appointed as a Head of Strategic Planning at the Emergency and Public Safety Department, ADP GHQ, UAE.

His research work and interests focus on disaster management, risk assessment, community awareness, capability building and communication in disasters.

 

 

ALLERT, L.C. Bernd

Bernd Allert joined the German CBRN Defence Corps in 1977. Since 2013 he has been working for the recently established Bundeswehr CBRN Defence  Command within the Policy and Forces Development Division. He is responsible for  standardisation and international cooperation.

From 2008 to 2013 Allert had been assigned to NATO’s Weapons of Mass Destruction Non-Proliferation Centre (WMDC). His areas of expertise covered CBRN defence training, civil-military cooperation and international outreach. Prior to the NATO HQ assignment he worked as a Deputy Force Protection  Officer / Staff Officer CBRN Defence for Allied Component Command Headquarters Heidelberg (ALCC HQ). A seven-month tour as HQ ISAF’s Deputy Theatre Force Protection Officer was included.

For years LtCol Allert represented either Germany or ALLC HQ HD in different CBRN defence bodies like the CBRN Defence Training Working Group or the CBRN Operations Working Group.

 

 

ANGELI, Dr. Daniele

Daniele Angeli joined ARPA Umbria (The Environmental Protection Agency) in 2004 after six years working for the Foligno City Hall during the disaster recovery phase after the 1997-1998 Umbria-Marche earthquakes. Now he is working as Technical Coordinator of the Industrial Risk Service of ARPA Umbria.

He has got a Master’s Degree in Civil Protection and Defense, a University Master in Risk Analysis and Emergency Management and two scholarships for research projects on Civil Protection issues with one of them at the international level within a cooperation project between United Nations and University of Perugia.

He has also got the National Qualification for Safety Management Systems Inspector of plants at risk of Major Accident (Seveso Directive) for the Ministry of Environment and the National Qualification for REACH/CLP Regulation Inspector/teacher for the Ministry of Health, moreover he has got other qualifications as Safety Auditor, Coordinator of emergency rooms, Expert in Development and Management of Emergency Plans for Safety of Industries at Risk of Accidents.

He has developed his expertise especially in Chemical Major Accidents during the years working on behalf of ARPA and even as a member of the Local Technical Committee for the enforcement of Seveso Directive of the Local Directorate of the Italian Fire Brigade National Corps and as a collaborator of the local Prefectures Emergency Services Committee for External Emergency Planning and Coordination. He has attended many courses at the international level and teaches at courses having as main topics Chemical Accidents, Risk Analysis, Emergency Planning and Management, Enforcement of Seveso Directive and REACH/CLP Regulations.

ARDUINI, Prof. Fabiana

Fabiana Arduini is Assiociate Professor at Department of Chemical Science and Technology (Analytical Chemistry), University of Rome "Tor Vergata.

Her research interests include the development of Bioassay and Biosensor systems, Electrochemical (bio)sensors, Electrochemical Mediators, Screen-Printed Electrodes (how to use, fabricate and modify them), Sensors and Biosensors modified with Nanomaterials (carbon black, carbon nanotubes, gold nanoparticles, etc.), Paper-based sensors. Real applications in the field of environmental, food and clinical analytical chemistry.

ATHAVALE, Col. (Dr.) Ram

Col (Dr) Ram Athavale, is an ‘81 Batch veteran and an alumni of Defence Services Staff College and Army War College. He has commanded an Armoured Regiment and held numerous General Staff appointments in his three decades plus military service. He was last posted as Director CBRN at the Indian Army Headquarters. Col Athavale is a specialist in Chemical, Biological, Radiological and Nuclear (CBRN) Security, Risk Mitigation and Incident Management. He holds a MSc in Defence and Strategic Studies, a Certificate in Disaster Management, PGDM in HR, a Fellowship in CBRN Disaster Management and a PhD for his Doctoral research in CBRN Terrorism and its Crisis and Consequence Management in India. Col Athavale has been a Key Advisor to the Govt of India (MoD and MHA) on CBRN Security and Incident Management. For the past three years, he functioned as a Key CBRN Expert for the European Union CBRN Risk Mitigation Centers of Excellence initiative (EU CBRN CoE). He was deployed in the Eastern and Central Africa region and advised Government agencies of eleven Partner Countries on CBRN risk mitigation matters from National CBRN Strategy, Gap analysis and Needs assessment, National action plans down to awareness generation and response mechanisms. Professor Athavale is a Visiting Faculty for some Indian and Overseas universities, academic institutions and military training establishments on Disaster Management and CBRN subjects. A prolific writer in CBRN and Defence journals and magazines, he has been a CBRN subject speaker at many international seminars and conferences. He has recently authored a pioneering book titled “Toxic Portents” on ‘CBRN Incident Management in India’. BABICHENKO, Dr. Sergey

Dr. Sergey Babichenko, CEO at LDI Innovation (Estonia), Ph.D. in physics. Initiator and co-developer of key product concepts / designs. Has more than 30 years of experience in research, development, engineering and commercialization of laser remote sensing technique for environmental, industrial and security and safety applications.

Dr. Babichenko worked as a principle investigator of national and international scientific projects at the Estonian Academy of Sciences before the year 2001. Later he acted as an entrepreneur and co-founded several high-tech companies to carry out dedicated product developments.

Dr. Babichenko served as a partner leader in FP6, FP7 EC projects, and continues R&D works in frame of H2020 projects. List of professional credits includes monograph, more than 120 scientific publications, and 12 patents in application of laser and spectroscopy techniques.

Dr. Babichenko serves as a member of the Board of Stakeholders of European Technology Platform Photonics21. He served as a Chairman of the Technology Area CBRNE at the Integrated Mission Group for Security (IMGS) and a Chairman of the Baltic Photonics Cluster (BPC).

 

 

BELLECCI, Prof. Carlo

Carlo Bellecci is a Full Professor of Experimental Physics at University of Rome Tor Vergata; he is teacher of Physics for Nuclear Energy at the School of Engineering. Currently, he is deputy President of CRATI S.c.r.l., Consortium for Research and Development of New Technologies, and President of the Scientific Committee of the International Master Courses in Protection against CBRNe Events at University of Rome Tor Vergata. Moreover, Prof. Bellecci is the Project Manager and the Research Leader on renewable energy, remote sensing of atmospheric pollutants and Lidar/Dial technologies in IR spectral range in several projects founded by International and National grants. He has a strong experience in experimental works on optical methods for plasma diagnostics in the framework of nuclear fusion and on exploitation of solar energy. Prof. Bellecci is  referee for several Scientific Journals and has authored more than 250 Scientific Works. 

 

 

BIANCHETTI, Stefano

Head of Training of HPE Flight School and Technical Manager of simulators

Pilot, instructor and examiner of helicopter, glider, ultralight and RPAS (drones). He’s the Head of training of Heli Protection Europe s.r.l. Flight School and Technical Manager of the simulators.

Helicopter pilot Officer of the State Forestry Corp from 1992 until 2017, he’s specialized in firefighting and public rescue. He finalized the certification of Link Campus University as RPAS School covering the role of Head of Training.

Since 2006 he is holding managerial positions promoting the spread of aeronautical culture in Italy, including: Board member of the Italian Gliding Federation until 2009, President of the Aero Club of Rieti until 2013, Executive Director of the Aero Club of Italy until 2017, Member of the Organizing Committee of the FAI World and European Gliding Championships in 2007-2008 and 2013. He has been appointed Delegate for Italy to the International Aeronautical Federation in Lausanne.

 

 

BALDASSI, Cpt. Federico

Federico Baldassi was born in 1982 in Viterbo. He received a degree in cellular and molecular biology from University of Viterbo Tuscia. In 2009 he joined Italian Army as Officer in Italian Corps of Engineer and he currently works at Centro Tecnico Logistico Interforze NBC in Civitavecchia as chief of molecular biology cell. In 2013 and 2015 he received respectively master degrees in "Complex organization management" of University of Viterbo Tuscia and in "Protection against CBRNe events" of University of Rome Tor Vergata and.  His research interests focus on: modelling and simulations of evolution and spreading of infectious diseases following natural outbreaks or bioterrorist events; detection and identification of Biological Warfare Agents (BWA); and environmental monitoring and assessment. He teaches at "Protection against CBRNe events" master of University of Rome Tor Vergata and in 2013 and 2015 he tought at Università Cattolica del Sacro Cuore at "Soccorso Avanzato in Emergenze Extraospedaliere" master. Federico Baldassi is an external collaborator of Industrial Engineering Department at University of Rome Tor Vergata and he is author of same papers on International Scientific Journal.

 

 

BANKS, Brian

Mr. Brian Banks is the Product Manager at CHEMTREC®, a division of the American Chemistry Council (ACC). Brian has responsibility for managing CHEMTREC’s existing suite of product offerings and services, as well as conducting market analysis and market research to develop new products offerings and services to better serve customers.

EDUCATION: Brian holds a bachelor’s degree from North Carolina A&T State University in Greensboro, NC and a master’s degree from Georgia State University in Atlanta, GA.

EXPERIENCE: He has experience in product development, product marketing, business development and market research. Brian has managed many of CHEMTREC’s largest accounts and he has also increased CHEMTREC’s exposure and reach with international manufacturers and industry associations.

 

 

BART, Nys

Bart Nys (1965) obtained a PhD. in physical chemistry from the University of Antwerp (Belgium) in 1992. He started working as a forensic scientist at the National Institute of Criminalistics and Criminology (NICC) in 1994 as a gunshot residue expert. Since 2009, he is additionally responsible for the organisation of scientific research activities at the NICC as the institute’s R&D Coordinator. As such, he is responsible for the development of an external sponsoring network comprised of national, regional and international sponsoring organisations. A special role in his project coordinating work is reserved for the EU–sponsored projects through the EU research programmes from ISEC (ISF), FP7 and Horizon2020.

He has been closely involved in the activities of the European Network of Forensic Science Institutes’ (ENFSI) Firearms/GSR Working Group since 1995 and he remains to this day active in numerous scientific projects of this group. Since 2013, he is a member of the Research and Development Standing Committee of ENFSI, acting as its chairman since 2015.

Since being involved as a forensic partner in the GIFT-CBRN project, his interests have expanded to the CBRN community. As ENFSI also has an interest in providing training and education for forensic experts in CBRN matters, he is currently setting up a common training programme for forensic and CBRN experts.

 

 

BARTELS Dr. Cornelius

Cornelius Bartels is working for the Robert Koch Institute, Germany's federal public health agency, as deputy head of the department "Global Health and Biosecurity".

From 2011 until 2016 he was engaged at the European Centre for Disease Prevention and Control - ECDC in Stockholm. There he was leading the centre's activities in the field of biopreparedness and biosecurity. During the Ebola outbreak in 2014 he was assigned as crisis manager to coordinate ECDC's support to health authorities in European countries and EU-institutions as well. Before moving to Sweden, he worked for the Centre for Biological Security at the Robert Koch Institute. One of his responsibilities was the implementation of a national training concept for first responders from clinical, pre-clinical and public health side when facing biological emergencies. Furthermore he acted as scientific advisor for joint interagency biopreparedness and response at national level. Before transitioning to public health in the early 2000s, Cornelius worked over many years as a specialist for anaesthesiology and intensive care at Berlin University's Medical School. In these periods he also became deeply involved as an emergency physician for ground and airborne recue services.

 

 

BARTZIS, John G. 

Prof. John G. Bartzis is Emeritus Professor at the department of Mechanical Engineering of University of Western Macedonia. He obtained his Diploma in Mechanical and Electrical Engineering from the National Technical University of Athens, Greece (1970), his M.S. in Nuclear Engineering from the MIT, USA (1975), and his Ph.D. in Nuclear Engineering from the MIT, USA (1977). He has worked as Research Assistant at the MIT, USA (1974-1977), Quality Engineer at the Public Power Corporation, Athens (1977-1978), Visiting Assistant Professor, at the Nuclear Engineering Department, Purdue University, USA (1979), Assistant Professor of Mechanical Engineering, at the Midwest College of Engineering (Chicago, USA) (1979-1980), Research Engineer, at the Argonne National Laboratory, USA (1979-1980) and Researcher in NCSR "Demokritos" (1980- 2001). He has participated in or coordinated numerous European Research Projects in the field of environment and radiation protection. He participates in several international scientific committees. He has authored or coauthored over 300 publications in journals, conference proceedings, books and reports.

 

 

BHADORIA, Robin Singh 

Robin Singh Bhadoria is currently pursuing his PhD from Indian Institute of Technology Indore, India. He had worked on different fields like Data Mining, Frequent Pattern Mining, Cloud Computing Era, Service Oriented Architecture, and Wireless Sensor Network. He has published more than 45 articles into International & National conferences and journals of repute like IEEE, Elsevier and Springer that also include book chapters. Presently, he is serving as associate editor for International Journal of Computing, Communications and Networking (IJCCN) ISSN 2319 – 2720. He is also serving as editorial board member for different journals in globe. Presently, he is a professional member for different professional research bodies like IEEE (USA), IAENG (Hong-Kong), Internet Society, Virginia (USA), IACSIT (Singapore).

 

 

BONFANTI, Dr. Matteo E.

Matteo E. Bonfanti serves as Research Fellow at the Sant’Anna School of Advanced Studies, based in Pisa. He holds a PhD in International Fundamental Rights Law. His current research focuses on legal and fundamental rights issues raised by targeted initiatives adopted by the EU and its Member States to foster their internal security. These include new solutions to enhance CBRNe preparedness and response, critical infrastructure protection, policing and intelligence cooperation, cyber-security as well as the development and use of new or emerging technologies for security purposes. He has a number of publications in these fields. Before joining SSSUP, Matteo was Research Fellow at the Centre for Science, Society and Citizenship in Rome, and at the Central European University, Center for Media and Communication Studies in Budapest. Matteo is active in EC and EDA funded pjects since 2010.

 

 

BUSCARINO, Arturo

Arturo Buscarino graduated in Computer Science Engineering in 2004 and received his Ph.D. in Electronics and Automation Engineering in 2008, at the University of Catania, Italy. Currently, he is a Technical Assistant at the University of Catania and teaches Modeling and Optimization at the Laurea Magistrale in Management Engineering. He collaborates with the EUROFusion Consortium, ENEA Frascati, and JET Culham, UK. Dr. Buscarino has been a visiting researcher at the University of Wisconsin-Madison, US. His scientific interests include nonlinear circuits and systems, chaos and synchronization, complex networks, control systems, Cellular Nonlinear Networks, and plasma engineering. He is Associate Editor of Cogent Engineering. Dr. Buscarino has published one research monography on nonlinear circuits, and more than 60 papers on refereed international journals and international conference proceedings. In 2017 he received the Abilitazione Scientifica Nazionale II fascia, SC 09/G1.

 

 

BYALYK, Pavlo 

Senior Programme Officer, Implementation Support Branch, Organisation for the Prohibition of Chemical Weapons (OPCW)

Mr Byalyk graduated from the Johns Hopkins University's Paul H. Nitze School of Advanced International Studies (Bologna Center) and completed a joint degree in Advanced International Studies of the Diplomatic Academy of Vienna and the University of Vienna in 2002. Starting his career with non-governmental organisations which promote freedom of expression, human rights, rule of law and support to civil society, he continued later as a programme manager for various inter-governmental organisations working in the area of conflict prevention, human rights, and disarmament.

When with OSCE High Commission on National Minorities (2005-2012), he managed conflict prevention programmes and projects in Georgia, Moldova and South-East Europe. During 2012-2015 he managed projects on minority rights protection for the UN High Commissioner for Human Rights’ Office in Central Asia and later for Council of Europe in Ukraine. Since 2015 Mr Byalyk has been working as Senior Programme Officer for Organization for the Prohibition of Chemical Weapons on implementation of global capacity-building projects as well as those which specifically focus on the African region. During his work for international organisations he has been a focal point on gender issues, results-based management as well as monitoring and evaluation.

CAPONE, Francesca 

Francesca Capone holds a Law Degree from the University of Naples Federico II and a Joint Ph.D. Degree from the Scuola Superiore Sant’Anna and Tilburg University. In 2012-2013 she worked as a research fellow at the British Institute of International and Comparative Law in London. She is a Senior Research Fellow in Public International Law and the Coordinator of the Master in Human Rights and Conflict Management at the Scuola Superiore Sant’Anna, where she serves also as a lecturer at both the undergraduate and postgraduate level. She has been a visiting fellow and a guest lecturer at several academic institutions across Europe, including Leiden University and the Max Planck Institute for Comparative Public Law and International Law. She has undertaken research on a wide range of topics, focussing in particular on children’s rights and victims’ right to a remedy and reparation. Her recent publications include Reparations for Child Victims of Armed Conflict: State of the Field and Current Challenges (Intersentia, 2017) and Foreign Fighters under International Law and Beyond, co-edited with Prof. Andrea de Guttry and Dr Christophe Paulussen (Springer/Asser Press, 2016).

 

CARBONELLI, Dr. Marco

Marco Carbonelli received a Master’s degree in Electronics Engineering from the University ‘La Sapienza’ of Rome in 1987, a post-graduate specialist degree in Telecommunications and ICT from the Italian Ministry of Communication (SSSTLC School) and a second level International Master’s Degree on “Protection against CBRNe events” from the University “Tor Vergata” of Rome.

From 1987 to 2001 he worked as a researcher in the Fondazione Ugo Bordoni in Rome on digital transmission applications. From 2001 to 2004 he was involved for the first time in the Critical Infrastructure protection area, in particular in information security and security certification activities for the Italian Ministry of Communications. From 2004 to 2006 he was Security Certification Division Officer in the OCSI (Italian Security Certification Body). From 2007 to 2011 he was involved in CBRN Emergency Crisis Planning and Management in the Italian National Civil Protection Department and he worked to the Critical Infrastructure UE Directive and Anti-Terrorism Risk Management national activities. Since 2012 he has been involved, as Communication & Information System Security Officer, in the Security Central Body of the Presidency of the Council of Ministers in Rome. He is author of more than 160 technical papers, at international and national level, four books and he cooperates with University “Tor Vergata” of Rome as a lecturer in the CBRNe and Anti-Corruption Master Courses.

 

CARESTIA, Dr. Mariachiara

Born in 1984, I hold a Master Degree in Cellular and Molecular Biology, and achieved the Master of Philosophy in “Protection against CBRN events” from the University of Rome Tor Vergata. 

Currently, I am serving as research fellow at the University of Rome Tor Vergata where my research activities are focused on:

- the EU founded project “CBRN Integrated Response Italy” where I am one of the contributors. The project, conducted in collaboration with Scuola Superiore Sant’Anna di Pisa and Corpo Nazionale dei Vigili del Fuoco, is aimed at building and testing an integrated CBRN response capability of first responders and law enforcement agencies in Italy.

-  the “BIO-F” project. A multidisciplinary project for the development of a device for the detection of atmospheric releases of biological warfare agents, exploiting the induced fluorescence features of biological agents.

Other information concerning my activities on CBRNe:

- In 2013 I attended the “Introduction to the International CBRN Training Curriculum Course” held by the Joint CBRN Defence COE, while in 2014 I participated, as lecturer, at the “Bio Warfare Defence Awareness Course” held by the NATO School of Oberammergau.

- I’m lecturer, and part of the Didactic Management Unit, of the international master courses in “Protection against CBRNe events”. 

 

 

CARMINATI, CRD Gaetano

CDR Carminati was born in Rome on the 7th January 1973.  In 1992 start the career in the Italian Navy .  He attended Navy officers integrative course from 1995 to 1996 a the Italian Naval Academy. In 2008 he graduated with a bachelor degree in Management and Organizational Studies with final thesis on the "Chemical Weapons Convention" and In 2016 he graduate with 1st Level Master Course in CBRN Event with thesis on "Live Agent Training in Confined Space".

Since 2007 he began his career in CBRN world where he held positions as a CBRN Teacher at NBC School of Rieti  and CBRN Staff Officer at the Italian Defence General Staff.  From 2013 he collaborates with the Master in CBRN events as a teacher and in 2016 he was appointed Didactical Coordinator of the 1st Level Master course.

 

 

CAROSATI, Dr. Emanuele

Dr. Carosati received the PhD in Chemistry in 2003 at the University of Perugia (Italy), where he currently works as Researcher at the Department of Chemistry, Biology and Biotechnology. His research field is the computational chemistry applied to organic molecules of natural and biological interest.

He has sound experience in the use of in silico methods to model protein-ligand interactions and to deal with large data collections by using multivariate statistics. Dr. Carosati has experience in a broad variety of computational techniques and has good programming skills (python, R).

In particular, he applies his knowledge in drug discovery focusing on QSAR, Cheminformatics, Virtual Screening, and in silico methods for ADME (Absorption, Distribution, Metabolism and Elimination) and toxicity predictions.

Dr. Carosati had the opportunity to work in pharmaceutical companies in the field of Computer-Aided Drug Design; for six months he was “Visiting Scientist” at GSK (Stevenage, UK, 2002) and for one year he was “Post-doc Researcher” at Technologie Servier (Orleans, France, 2006). In 2014 he received an international Marie-Curie fellowship and spent six

months as researcher at the Monash Institute of Pharmaceutical Sciences (Melbourne, Australia) where he used the most advanced experimental techniques for studying human drug metabolism.

Dr. Carosati is coauthor of 38 peer-reviewed articles in international journals; his significant impact in the scientific literature is given by more than 1000 citations and an H-index of 18.

 

 

CARTER, Holly E.

Dr Holly Carter is a Research Fellow in the Behavioural Science Research Team at Public Health England, Porton Down. Her research interests include factors which affect public behaviour during mass emergencies and disasters, in particular the role of effective responder communication in improving positive outcomes during mass decontamination. Holly has completed a PhD in crowd behaviour during incidents involving mass decontamination. The focus of this research was on the mediating role of social identity processes between effective responder communication and positive behavioural and psychological outcomes during mass decontamination. Findings from Holly’s PhD, and subsequent research, have been used to inform various decontamination guidance documents and training for emergency responders in mass decontamination.

Holly is interested in psychosocial aspects of mass emergencies and disasters, and in factors which affect the way in which members of the public respond to recommendations and interventions implemented by the authorities. In particular, how effective communication from the authorities can increase public perceptions of the legitimacy of different interventions, and how perceptions of legitimacy can increase public compliance with recommended actions.

 

CAVALIERI D'ORO, Edoardo

After graduating in Nuclear Engineering, he held a post-graduate degree in engineering and management at the Massachusetts Institute of Technology, and lately in 2016 he attended the II Level International Master Course "Protection against CBRNe Events" at Tor Vergata University.

From October 2004 he is a Lieutenant Colonel for the Italian Fire and Rescue services where he covers the position of CBRN Regional Coordinator for the Lombardy region since 2014 and as a National CBRN Expert for the DG-ECHO.

Amongst the various duties covered in the CBRN field, from 2017 to 2019 he coordinated the study supported by the European Space Agency, aimed to the development of Space-based Services in Support of CBRNe Operations, and named Space Fly Multiagent (SFM).

Since February 2020 he is the director of the Biological Laboratory interoperated with the Luigi Sacco Hospital and with the Prefecture of Milan. Since 2021, he is a recognized radioprotection expert and he serves in the radioprotection commission of the Lombardy region and of the City of Milan. 

Edoardo  the team leader of the CBRN Italian modules and RescEU modules for the Italian Fire and Rescue Services. Due to the wide experience in national and international missions, he published several articles in the areas of risk assessment, emergency management, and CBRN. 

 

 

CENCIARELLI, Dr. Orlando

Orlando Cenciarelli has obtained in 2010 the Master of Science degree cum Laude in Cell and Molecular Biology at the University of Rome Tor Vergata. In 2011, he achieved the Master of Philosophy in Protection from CBRNe events.In 2015 he achieved the Ph.D. in Industrial Engineering - Physical, Energetic and Sanitary Science and Technology,  working on a project about the development of fluorescence - based LIDAR technology for biological agents. From 2010 to 2015, he was Research Fellow at the Department of Biology, University of Rome Tor Vergata (Subjec Area: Microbiology and Clinical Microbiology). In August 2013, he was Academic Guest to the ETH, Zurich, Switzerland, at the Department of Health Sciences and Technology. From 2011 to 2015, Dr. Cenciarelli was Lecturer in Virology at the Department of Biology, University of Rome Tor Vergata (Course of Study in Biotechnology). He is acttually cooperating with ECDC in Sweden as Bio Expert.

 

CERACCHI, Candido

Candido Ceracchi is trainer and educator of dogs for the rescue of explosive devices. He his officially enrolled to the ENCI register. He is also trainer for CONI. He has trained dogs for: 3° Granatieri di Sardegna, Securpol, Deltapol, Disneyland Paris.

 

CHATTERJEE, Dr. Parag 

Dr. Parag Chatterjee works at the National Technological University in Buenos Aires, Argentina. After receiving his Master’s degree in Computer Science from University of Calcutta, India, he is currently researching in the field of Internet of Things directed to healthcare. His previous works have been published in reputed international journals and presented at several international IEEE conferences and Indian Science Congress. He edited a book on Internet of Things featuring 21 chapters by authors across the world, to be published by CRC Press, Taylor & Francis, this year. Prof. Chatterjee delivered invited talks at several international conferences and reputed institutions like Indian Institute of Science, Bangalore and Favaloro University, Buenos Aires. His current research is directed towards developing an IoT platform especially for the elderly people to use eHealth devices seamlessly and get personalized and predictive healthcare services, collaborated with University of the Republic Uruguay, UTT France and Lebanese University.

Mario Ciccotti Graduated in Chemistry and Pharmaceutical Technology at the University of Modena and Reggio Emilia, PhD student in Pharmacology and Toxicology curriculum Toxicology at Sapienza. He is a specialist in chemical risk assessment and management, and holds a second-level master's degree in NBC medicine at the University of Florence.

 

 

CIPARISSE, Dr. Jean-François

Jean-François Ciparisse (born on 09/05/1977), has a Master Degree in Aerospace Engineering, a Master Degree in Astronautical Engineering, a Post-Graduate course that releases 60 ECDS in Heat Transfer and Fluid Dynamics and two Ph.Ds, one in Environment and  Energy Engineering and one in Industrial Engineering. After having worked for several years as a process engineer in an EPC company which designs power plants. He is specialized in combustion, fluid dynamics and heat transfer. He is actually a senior expert of the Italian Ministry of Development.

 

 

CIPOLLONE, Lt.Col. Domenico

Domenico CIPOLLONE is an officer of the Italian Army since  1986. He serves in Joint  NBC Defence  School  in  Rieti  where he teaches  nbc defence organization in Italian Army and he is liable for work safety too.

In the role of  Psychologist  he is responsible of Psychologists in the region of Abruzzo for emergency management.

Expert in environmental risk management  he  participated in various operations and training missions in Romania, Turkey, Germany, UK, Czech Rep., Albania, Kosovo,  Bosnia, Ukraine and Russia.

He has collaborated with the Faculty of Psychology in L’Aquila, the School of Ethics and Security in L’Aquila  and with the Link Campus University as a lecturer in psychology  and environmental risk management.

CORRAO, Dr. Salvatore

Salvatore Corrao has an academic background in Chemical Engineering and a specialization in photo catalysis and photocatalytic degradation of pollutants.

After his degree at the University of Palermo, he served – for three years - the Italian Army as a Lieutenant in the Engineering Corps at the NBC Defence Joint School of Rieti. Here he worked in the Experimental and Studies Area and took part in training activities and courses on CBRN (Chemical Biological Radiological and Nuclear) risk.

Since 2006 he has been working as a Fire Officer in the Central Directorate for Emergency and Technical Rescue – CBRN office – of the Italian National Fire Corps, Ministry of the Interior, in Rome.

Here he has gained experience in CBRN, specialised in training and doctrine, emergency planning, operational support, cooperation and liaisoning with National and International Bodies like NATO, European Commission -DG ECHO, OPCW and UN.

 

 

CORTELAZZO, STen.(cong) com. C.R.I. Alessio

Alessio Cortelazzo is a member of the biomedical technician group of the Military Corps of the Italian Red Cross. He specialized in Clinical Biochemistry and Pathology. He did his Doctorate in Biochemistry. Dr. Cortelazzo’s primary area of research has focused on biochemical analysis and protein markers. He is author and co-author of more than 40 scientific and professional papers, and co-worker in projects with research institutes (i.e., Istituto Superiore di Sanità), universities (i.e., University of Edinburgh) and university hospitals (i.e., University Hospital of Rome Tor Vergata). Since 2009, he is involved in operational and demonstrative activities concerning the field sheltered laboratory unit of the Military Corps of the Italian Red Cross.

 

 

COSTAGLIOLA DI FIORE, Alesandro

Alessandro Costagliola di Fiore achieved a Master Degree in "International Relations" and a Second level Master Degree in "Protection from CBRNe Events". During the last five years, he held the role of Sales representative for the GCC and South East Asia for CRISTANINI DECONTAMINATION SYSTEMS. In this period of time he completed various projects in several countries, including: Vietnam, Malaysia, Thailand, Indonesia, Qatar, United Arab Emirates and Kuwait. During his studies at the University of Tor Vergata, he was able to make several experiments regarding decontamination of small arms in operative environment, from this experience he produced an award winning thesis work, about to be published.

D'ARIENZO, Dr. Marco

Marco D'Arienzo, born 1977, received a Master degree in Physics from Roma Tre University in 2003 and earned a post-graduate specialization in Medical Physics at Tor Vergata University in 2006. In 2004 he attained the professional qualification of Qualified Expert in Radiation Protection III degree, the highest level of specialization in radiation protection in Italy. From 2007 to 2010 he was appointed as Radiation Safety Officer for the Consorzio RFX, located in Padua, where he was responsible for the radiological safety of the ITER test facility (consisting in two neutral beam injectors currently under construction). During this period he carried out different studies in the field of radiation protection, including the analysis of possible external exposures and internal contamination issues following radiological accidents.

Since May 2010, he has headed the "Therapy Level Primary Standards" Unit at the ENEA-INMRI Casaccia research center with a permanent position. He has extensive teaching experience in the disciplines of medical physics and radiation protection with a number of academic appointments. His current research interests lie in different areas, ranging from dosimetry to radiation protection ad radiobiology. He is the author of two books on radiation protection and more than 30 scientific papers on international journals.

Francesco d’Errico is a Full Professor of Nuclear and Biomedical Engineering and of Medical Physics. Prof. Susana de Souza Lalic  has a Bachelor's Degree in Physics from the University of São Paulo (1997), a PhD in Physics from the University of São Paulo (2002) and a post-doctorate degree from Università di Pisa (2011). DI NATALE, Prof. Corrado

Corrado Di Natale is a Full professor of electronics at the Department of Electronic Engineering of the University of Rome Tor Vergata where he teaches courses on “Electronic Devices and Sensors” and “Sensor Systems”. His research activities are concerned with the development and application of chemical, bio-sensors, and artificial sensorial systems (olfaction and taste), and with the study of the optical and electronic properties of organic and molecular materials. Corrado Di Natale authored more than 400 papers on international journals and conference proceedings. His papers received 7704 citations  with a H-index=48 (source Scopus). He chaired the 9th International Symposium on Olfaction and Electronic Nose (Rome, 2002) and Eurosensors XVIII Conference (Rome, 2004) and has been member of the organizing committee of national and international conferences in sensors. He serves as component of the editorial board of  the journals Scientific Reports and Sensors; of the steering committee of the Eurosensors conferences series, and of the technical programme committee of the Transducers conferences series. He is the chairman of the Italian Association on Sensors and Microsystems.

DOSSI, Dr. Licia

Dr Dossi is a Senior scientist with expertise in synthetic polymer chemistry and explosives chemistry gained in more than 25 years’ experience in European Academic institutions.

She graduated with a MSc in Chemistry from Pisa University Italy, with a thesis on Liquid Crystalline Polymers and received her PhD in Biomaterials from Brescia University Italy. Dr Dossi has had several research contracts with Pisa University-Italy, Genoa University-Italy and Bristol University-UK and a brief experience in a pharmaceutical industry, Ivoclar-Vivadent-Liechtenstein before joining Cranfield University in 2008.

She is currently active researcher at Cranfield Defence and Security in Shrivenham, she delivers lecturers and manages modules and short courses and she is Health & Safety Manager of two laboratories within the Centre for Defence Chemistry. She is involved in several areas of research as chemical detection of explosives, curable polymers, energetic binders for explosive formulations, smart high performance energetic formulations, synthesis and characterisation of common explosives, coating of explosives and metals and fluoropolymers. She collaborates with academic and industry in UK and overseas and manages staff and resources.

 

 

DUSHEK, Dr. Frank

After finishing his PhD on resonance Raman spectroscopy in 1996 at the University of Würzburg, Germany, Frank Duschek joined the Germany Aerospace Center (DLR) for research and development on high power and chemical lasers. Since 2008, his main research interest is focused on standoff detection of chemical, biological and explosive hazards applying laser based spectroscopy. The main aims are to develop solutions for defence and security applications, to evaluate mature and new technologies and to advise and train end users. He is the head of the department Atmospheric Propagation and Effect at the Institute of Technical Physics at German Aerospace Center.

 

 

DVORAK, Dipl. Ing. Jindrich

Jindrich Dvorak, born 22 March 1960, is a graduate (Diplom-Ingenieur) from the Military University of Ground Forces located in Vyskov, Czech Republic, specialized in CBRN Defense.

He served 18 years in the Army of the Czech Republic as a CBRN Defense officer and lecturer at University of Defence in Brno, specialized in CBRN (WMD) protection, emergency response and related logistics. He then worked for over 13 year at Organization for the Prohibition of Chemical Weapons and recently in private sector with a company specialized in CBRNE Training and consulting services.

To further enhance his education in the field of toxic industrial chemicals and related protection he completed a postgraduate course in Industrial Toxicology in 1991-1992 at Institute of Chemical Technology, Prague, Czech Republic.

He also completed Health Physic, Level 4A course at Delft University of Technology - in 2007 in order to supervise CBRN munitions non-destructive evaluation and related training.

- in 2012 he finished a qualification course for implementation of tasks of risk prevention.

Maj Dvorak (Retired) completed various assignments with international organizations:

EID, Adolph

Adolph is an experienced trainer and practitioner in CBRNe security and protection. He was a former Chief of the Nuclear Security Unit and Central Alarm Station (CAS) in the Lebanese Customs Agency. Adolph was instrumental in the US-DOE Nuclear Security/MEGAPORT project in Lebanon as one of the main coordinators and trainers. Here he showed his great skill in radiation detection and had a unique ability to identify, deter, and detect the crossing of Radioactive/Nuclear materials and contraband across the Lebanese international borders. A regional instructor for the National Nuclear Security Administration/NSDD office/ Pacific Northwest National Laboratories, Washington, US. Adolph is a former IAEA (nuclear security division) freelance consultant/instructor in several worldwide training and workshops. FERELLA, Chief Inspector. Fabio

Fabio Ferella, born the 1966 September 03 at Marino (Rome) is a Chief Inspector of the Italian National Police and, since 1990, EOD. During the celebration of the religious event “Giubileo e Giornata Mondiale della Gioventu” in the year 2000 was responsible of the bomb squads activity in Tor Vergata (Rome). From 2001 he works in a Central Office of Ministry of the Interior responsible of all Bomb Squad, CBRN and Sniper activity of Italian Police. The Central Office is a point of contact with other similar Offices of the European Member States and in many occasions he participated at EOD/CBRN conference and training. Particularly training are HME (Home Made Explosive), Booby trap and IED/EOD disruption techniques; he has a background, concerning conventional Italian and International military weapons. Since 2013, he is CBRN Instructor formed at the military NBC School in Rieti. He studied at the school of expert industrial electronics and achieved the bachelor on sociological science discussing a thesis about “IED people impact”. Recently he realized the “vademecum” for generic Police operator concerning the procedures of intervention in case of “IED” or “Dirty Bomb” warning.

 

 

FERRARI, Arch. Giovanni

Born in Rome in 1952, Masters Degree in Architecture and authorized to the profession, has also achieved, at the Faculty of Medicine, a Postgraduate Master Degree in Defense from Chemical and Biological Weapons. Since 1989 acting as Officer of the Central Directorate for Civil Defense and Civil Protection Policies of the Ministry of Interior, is a CBRN Expert, appointed by the NBC Defense Joint School of the Defense General Staff and a NATO Civil Emergency Planning Expert in Analysis and CBRN Consequence Management.

He Participated, and participates, in the drafting of the main CBRN national plans and of the Civil Defense exercises and simulations in crisis management. Has prepared from 2010 to 2014, on the mandate of own Administration and operating in the Observatory for National Security, the exercises of the Civil Military Cooperation Courses at the Defense Studies Centre of the Defense General Staff.

Repeatedly National Representative in the meetings of NATO Committees and Groups, he collaborates to the preparation of the exercises of the Atlantic Alliance in the field of emergency management and crisis.

As teacher, cooperates with the Second University of Rome “Tor Vergata” within the International I and II level CBRN Master Courses and, again as CBRN Expert, in the courses for the Red Cross Volunteers, in the Courses of the Ministry of Health on the Antidotes National Stock  and in the Training Courses of the Joint School for NBC Defense of JGS and in other similar initiatives of other Organizations and Agencies.

His teaching, research and professional experience in the fields of Web-Database Applications Design, Computer Software Usability, Human-Computer Interaction and Human Interface Design, e-Learning and IC Technology extend over a period of twenty-eight years. Prof. Fontana has been the project manager on numerous research projects and contracts in the areas of software usability and user interface design. FORTH, Prof. Shaun A.

Shaun Forth has expertise in Scientific Computing and Computational Fluid Dynamics. He is the primary author of the ProSAir tool used to simulate blast waves arising from the detonation of high explosives and predict the resulting loads on nearby buildings. ProSAir has 14 commercial users worldwide in the structural engineering, insurance, and defence manufacturing sectors. He has developing interests in risk-based estimation of financial losses following terrorist incidents.

Shaun joined Cranfield University in 1994 after spending 5 years developing computational fluid dynamic tools for BAE Systems. He graduated with a PhD from the University of Bristol in 1990 and a BSc from Warwick University in 1986 – both degrees were in Applied Mathematics. He is also an international expert on Algorithmic Differentiation – the differentiation of functions defined by computer programs.

 

 

FOTIA, Dr. Giovanna

Giovanna Fotia works at ASST Fatebenefratelli Sacco since 2011, as both Project Manager and Junior Expert. She is in charge of coordinating the Laboratory of Clinical Microbiology, Virology and Bioemergencies Grants Office as well as Sacco activities in different International, EU and National funded projects. She offers a technical contribution to the department activities concerning the international and European legal framework, working, in particular, on the international legal system of restraints on biological weapons and their implementation at the national level.

Giovanna also serves as Project Manager and Analyst of healthcare regulations, guidelines and best practices in the University of Milan. She is currently conducting a research (both desk and field based) on the capacity of the Ugandan healthcare system to respond to epidemic and pandemic outbreaks.

He has undergone Advance Chemical Weapons and Disarmament Training in France, Germany, Italy, The Netherlands, Russian Federation and the UK. He is also trained in Toxic Area and Hazardous Waste Operations (HAZWOPER) in the USA. He is a qualified CBRN and C-IED Professional.

Graduate of Defence Services Staff College and Army War College, commanded an Armoured Engineer Regiment, prior to taking up an assignment with a United Nations Agency in 1997. Held important Command, General Staff and Instructional appointments in the Army. As the Joint Director for CBRN Defence, the Ministry of Defence (Army), he was responsible for evolving, planning and executing CBRN defence measures for the Indian Armed Forces.

Is former Chief CW Inspector for nearly a decade with the ‘Organisation for Prohibition of Chemical Weapons (OPCW)’, The Netherlands, and winner of the Nobel Peace Prize 2013. He led teams of international professionals on a large number of verification missions to various member countries, to verify the inventory of Chemical Weapons and monitor their destruction. He logged many hours operating in heavily contaminated environments at the CW Destruction Facilities around the globe.

Is presently the Chief Consultant with ‘CBRNe Secure India’ a ‘forum’ for bringing in awareness in the general public, government and corporate entities on the threats arising from the use of CBRNe material and their disastrous consequences. He has been extensively speaking in various international & domestic conferences on CBRNe and C-IED Issues. Additionally, he contributes articles to many CBRNe and C IED related journals world wide.

 

 

GALATAS, Brigadier General (ret’d) Ioannis, MD, MA (Army MC)

Brigadier General (ret’d) Ioannis Galatas, MD, MA (Army MC), is a retired military physician with +35 years of military industry experience. His is specialized in Allergy and Clinical Immunology (Board certified) and for more than two decades he served as Head of the Department of Allergy & Clinical Immunology at Army General Hospital of Athens, Greece.

Since 2001 he has been involved in CBRNE operations as planner and instructor trained (including live agent training) in a number of countries abroad. His main passion is “Hospitals’ CBRN Defense & Preparedness in Megapolis Environment” and “CBRNE Design/Hardening of Critical Infrastructure” [airports, shopping malls, hotels etc]. During the 2004 Athens’ Olympic Games, he served as Commandant of the Olympic Hospital CBRN Response Unit – the only hospital-based specialized unit (70 people) deployed for the Games.

He holds a M.A. degree (with merits) on “International Terrorism, Organized Crime and Global Security” from Coventry University, UK (2010) and he is a PhD candidate at Athens Medical School, Department of Forensics & Toxicology.

His last appointment (as of August 2010), was as Head of the Department of Asymmetric Threats at the Intelligence Analysis Branch, Joint Military Intelligence Service of the Hellenic National Defense General Staff in Athens.

After retirement he is delivering CBRNE classes for Abu Dhabi Police Authority and continues to participate as invited speaker in many CBRNE/security conferences, congresses and workshops around the globe.He is also ad hoc advisor at the Joint CBRN Platoon, Hellenic National Defense General Staff.

Currently he is the Editor-in-Chief of the monthly on-line “CBRNE Terrorism Newsletter” initiated in November 2005 and delivered freely to CBRNE-CT First Responders of more than 80 countries around the globe. He is also a Research Associate at "Center for Security Studies" (KEMEA), Athens, (under the Ministry of Public Order & Civil Protection).

GAUDIO, Prof. Pasquale

Prof. Pasquale Gaudio achieved the Master Degree in Physics and the Ph.D. in Quantum Electronics and Plasma Physics (2007). He is an Assistant Professor at the Department of Industrial Engineering, University of Rome Tor Vergata. Dr. Gaudio is an expert in laser and its applications; he worked for several years in the field of the environmental remote sensing techniques Lidar/Dial. In this context, he worked with important private companies, such as Finmeccanica SpA and Vitrociset SpA. He coordinates several research projects granted by the National and International funding programs (both public and military programs) about laser system development for Toxic Industrial Chemical, Toxic Industrial Material, Chemical Weapon Agents and Biological Weapons Agents identification an protection and CBRNe safety and security. He collaborates with the “Associazione EUROFUSION - ENEA per la Fusione” to study the dust mobilization inside thermonuclear fusion reactors. In the same framework, his research activities on Nuclear Fusion involves analysis and interpretation of the polarimeter signal at JET fusion reactor in Culham (UK). Currently Dr. Gaudio is the coordinator of the both International Master Courses in Protection Against CBRNe events (I and II levels). GIORGI, Prof. Gianluca

Gianluca Giorgi has a Ph.D. degree in chemistry and he is professor of organic chemistry at the university of Siena.

His scientific research concerns the study of gas phase ion chemistry of organic and bioorganic compounds using different approaches of mass spectrometry and computational methods, with special regards to structural, regio- and stereochemical features and aggregation properties.

He is author of 178 publications in international journals, 8 monographs, 5 editorials and more than 250 presentations at national and international conferences.

He is Past President f the Division of Mass Spectrometry of the Italian Chemical Society, member of the Editorial Board of Journal of Mass Spectrometry and member of the Society Advisory Board of the Portal "Chemistry", both published by Wiley.

He is the representative of Area A (Europe, Africa) in the International Mass Spectrometry Foundation.

He is chair of the XXII International Mass Spectrometry Conference which will be held in Florence (Italy) on August 26-31, 2018.

GIRIBONO, Col. Stefano

Col. Stefano GIRIBONO was born in Rome on 6th February 1969. He attended the 171th Course at the Italian Military Academy in Modena from 1989 to 1991 and the Application School of Turin from 1991 to 1994. He is assigned to the 5th Field Artillery Regiment "SUPERGA" in Udine, in 1994, where he has employed as deputy Battery Commander, Battery Commander and Tactical Officer. In 2002 he left the 5th Regiment and he was assigned to the General Army Staff  In 2009 he was employed in Lebanon as a liaison officer between Lebanese and Israeli forces under the UNIFIL mission. Promoted to the rank of Lieutenant Colonel in 2010 he took over the command of the 1st Artillery Group of the 33rd "Acqui" Artillery Regiment on 29 November. On 19th February 2011 he served as Tactical Team Commander within the Homeland Security Operation called “Operazione Strade Sicure”. From December the 5 th, 2012 to September 21st, 2015, he served as Chief Executive of General Army Staff.

Maria Rita Gismondo is Associate Professor of Microbiology since 1987, currently at the Faculty of Medicine, University of Milan and Director of the Laboratory of Clinical Microbiology, Virology and Bioemergencies at L. Sacco University Hospital, Milan. The is a national reference center for pandemics and bioterrorism and it is equipped with BSL3 and BSL4 facilities. She has years of experience implementing EU and UN projects on topics involving bio-threats, such as CBRN risk mitigation, biorisk management, epidemics/pandemics, biosafety, biosecurity, biohazardous waste management. She has published over 247 scientific papers in national and international journals and she is a member of several scientific societies.

 

 

GLORIA, Lt. Col. Andrea

Gloria Andrea, Liutenant Colonel (OF-4), ITA-Army, Course Director & Instructor, CBRN Defence, Protection Department.

Lt. Col. Andrea GLORIA was born in Rome on 10 February 1976. He began his career attending the military college ‘Nunziatella” in the period 1992-1995 and was commissioned officer in 1997 after having attended the Army Military Academy. Prior to assuming his duties as CBRN Defence Course Director and Instructor at the NATO School he joined the 2nd “Bersaglieri” Infantry Regiment as Deputy Company Commander, then the Army Military Academy as Platoon Leader /Military Instructor, after the 7th CBRN Defence Regiment as CBRN Defence Coy Commander and Staff Officer and, lastly, the “Sassari” Infantry Brigade HQ as Staff Officer/CBRN Defence Instructor.

Lt. Col. Gloria attended several national and international military courses.

 

 

GOULART, Margarida

Margarida Goulart has a Pharmaceutical Sciences degree, a Medical degree, and a PhD in Genetic Toxicology. She worked as a researcher and university professor for several years, in different topics linked to toxicology of organic compounds, inorganic and radioactive elements, including gene expression studies, population biomonitoring and in vitro toxicology, in Portugal and in the United States. She was also a postdoc researcher at the Portuguese Institute of Nuclear Technology. She took a permanent post in the European Commission in 2013, as a Research Programme Officer, and is part of the Joint Research Centre Euratom Coordination Unit, where she is responsible for the coordination of CBRNE activities.

 

 

GRANDI, Simone

RPAS pilot, instructor post-processing using responsible

Since 1998 he’s employed as rescue technician and RPAS pilot in search and rescue operations with the Dipartimento di Protezione Civile and the 118 (emergency) of the Regione Emilia-Romagna. 

He’s in HPE since 2015 as RPAS pilot and instructor, dealing with the planning of missions and research, development and integration of new technologies in the field of air detection. He’s currently studying to become an airplane pilot.

GROLMUSOVA, Dr. Katarina

Organisation for the prohibition of chemical weapons, Inspection Team Leader – Analytical Chemist.

Katarina received her M.S. in the Environmental Chemistry at the University of Matheus Bell in Banska Bystrica. Shortly after graduation from University, she started to work as a researcher in the CBRN Reference Chemical Laboratory in Zemianske Kostolany – Slovakia, where she focused on unambiguous identification of CWA by LC/MS, GC/MS and HPLC she was also responsible for sample preparation and quality control system. In the short time, she became a Deputy of the Head of the Laboratory. During this time, she also led the Slovak Support Team and was a key instructor during Life Agent Training of foreign Armed Forces and OPCW inspector in the field conditions (the Training and Testing Centre of CBRN) as well as laboratory conditions in Zemianske Kostolany.  In 2013 she moved to The Hague where she has been working as an Inspector – Analytical Chemist for OPCW. Last three years, she focuses mostly on the contingency operations and training of the inspectors. She is a core team member and a Deputy of the Team Leader for the Fact Finding Mission in Syria.

· Support Officer, nell’ambito del programma EPCIP, per la rete CIWIN (Critical Infrastructure Warning and Information Network); tale rete, realizzata sulla base di una decisione della Commissione Europea, permette lo scambio di informazioni e best practice per la protezione delle Infrastrutture Critiche tra le istituzioni;

· responsabile durante l’emergenza Abruzzo della raccolta dei dati e delle operazioni di acquisizione ottica delle schede del censimento della popolazione assistita (presso le tendopoli e presso la costa abruzzese) organizzato dal Dipartimento della Protezione Civile nel periodo agosto-settembre 2009;

GAUNTLETT, Dr. Louis

Louis Gauntlett is a Master's qualified Psychologist, having studied Psychological Research Methods at the University of Southampton. He holds many years of practical experience in the field of clinical psychology in addition to public health research. His experience includes writing Standard Operating Procedures; designing and running online experiments; statistical analysis using SPSS; analysis of qualitative data using NVivo; conducting systematic literature reviews; participant recruitment and management; and using qualitative and quantitative data collection methods to measure mental health outcomes for healthcare staff involved in supporting the recent Ebola response in West Africa. Additionally, he has used knowledge and expertise to make recommendations for improving psychosocial support for experts deployed in future overseas crisis responses. He has also developed training modules for emergency first responders to improve their skills in communicating with the public in preparation for, and during CBRN emergencies.

 

 

HAIDER. Naeem

Brigadier Dr. Naeem Haider is a PhD in Defence & Strategic Studies (DSS) from Quaid-i- Azam University (QAU) Islamabad. He previously did his MSc in DSS from QAU. He is a graduate of Command Staff College Quetta, and has served on various command, staff and instructional appointments in the Pakistan Army. Naeem specializes in chem-bio policy, and currently he is a Director of Arms Control & Disarmament Affairs at Pakistan’s Strategic Plans Division.

Naeem has attended and participated in several national and international arms control, nonproliferation & disarmament courses, workshops and seminars. On these subjects, he has also represented Pakistan in multilateral negotiations on arms control, disarmament and nonproliferation issues as part of Pakistan’s delegation. Naeem is visiting faculty to QAU Islamabad and is on the editorial board of Pakistan Army Green Book.

Tzu-Yun Huang is a public health officer of the department of Division of Preparedness and Emerging Infectious Disease in Taiwan Centers for Disease Control. He is responsible for making policies for preparedness and response to bioterrorism in Taiwan, and has experiences in education and training for Taiwan bioterrorism response teams. He also participated many multi-agencies exercises in Taiwan.

 

 

IANNOTTI, Alba

MD in Law (LUMSA University, Rome) with a specialization on the Chemical Weapon Convention and OPCW activities. Completing the MSc in Protection against CBRNe events (University of Rome Tor Vergata). She has developed a new method of game theory application to optimize the non-conventional events management (like the CWA transloading from Syria). She has served in the didactic management units of graduate and postgraduate academic courses on safety & security, and in the organization of many international events both for private and public entities. She fluently speaks Italian and English. She has completed a Master in Human Resource Management in Philadelphia (USA). She is has served as Document Control Manager at the Joint Research Centre (Ispra-Varese) European Commission. She actually President of HESAR Association and PhD candidate at the Industrial Engineering School of University of Rome Tor Vergata.

 

 

JAVED, Muhammad Athar

Muhammad Athar Javed is a program fellow with New America's International Security program (https://www.newamerica.org/our-people/muhammad-athar-javed/) and Director General Nordic Institute of Stability Studies (www.nordicstabilitystudies.com). He is also Director General, Pakistan House, an Islamabad-based think tank of international affairs (www.pakistanhouse.net).

Expertise: Iran and Middle East Security, Strategic Assessment, Strategic Communication, sub-conventional and psychological warfare, CT, CVE, International Security Relations and Military Strategy. 

He is a visiting lecturer at the Centre for Excellence Defence against Terrorism (COEDAT), (NATO), Ankara – Turkey. Muhammad taught courses on Terrorist use of WMD (COE-DAT-2016/18/19) and also specializes in technical and critical analysis in the area of policy for countering chemical, biological, and radiological terrorist attacks. He has been a visiting faculty at Royal Danish Defence College (RDDC), University of Rome Tor Vergata, National Defence University (NDU) in Islamabad, and the School of Politics and International Relations at Quaid-e-Azam University. 

He has also served in numerous capacities at various governmental and inter-governmental organizations including Canadian Council for Peace and International Security in Ottawa, Copenhagen Peace and Research Institute (COPRI), University of Copenhagen, People’s University of Denmark, and the Centre for Future and Strategic Studies at Kuwait University. He regularly appears on domestic and international TV channels including RT and Al-Jazeera International, and gives commentary on International security issues. He also writes columns for domestic and international English dailies.

Besides holding Masters in English Literature (from Pakistan), and Masters in European Journalism Studies from Cardiff University, UK, Javed has also studied for PhD at the Institute for Cross-Cultural Studies, University of Copenhagen (2000-2010).

From 2009 - 2017, she served as the Coordinator for Threat Reduction Programs at the Department of State (DOS). During that time, she was the US DOS lead for the Nuclear Security Summit, and was a leading US government official in the Global Health Security Agenda (GHSA). Steve Johnson is an adjunct professor in the graduate Executive Master of Professional Studies in Emergency & Disaster Management. He started his career within the British Army then served with the Foreign and Commonwealth Office before positions in consulting and industry, including Senior CBRNE adviser to Thales UK. He has served tours in Northern Ireland, the Falkland Islands, Iraq, Belize and other locations.

Steve’s main role is at Cranfield University based at the UK’s Defence Academy. He is Course Director for the MSc Forensic Explosive and Explosion Investigation MSc, and teaches Hazardous Investigations, Counter-Improvised Explosive Devices Capability (for the Ministry of Defence), Forensic Intelligence and Forensic Investigation of Explosives and Explosive Devices. He has an active research program and supervises students in CBRNE detection, Threat assessment and CBRNE Forensic science. He advise and works with a range of governmental and international organizations.

 

 

JOKSIC, Dr. Gordana

Dr. Gordana Joksic, biologist, PhD, research professor at the Vinča Institute has a background in radiation biology and genetic toxicology. She was the first to characterize the role of mitochondrial superoxide dismutase (MnSOD) in modulating the radiosensitivity of human cells, and provided experimental evidence that MnSOD determines the relative biological effectiveness of ionizing radiation. During recent years the focus of her main line of research is selection of substances with radioprotective and antimutagenic properties with potential medical use. She collaborates with the University of Bologna, Italy and with the Brunel University, UK.

Alan Kearney is a PhD candidate with Maynooth University under the Hume Scholarship award programme. LAMPALZER, Hermann Alex 

Mr. Lampalzer graduated in 1992 from the Austrian Military Academy as a NBC Defence Officer. Besides various postings in the Austrian Army, he gained almost 20 years of experience in international arms control. His first-hand verification expertise stems from working as a chemical weapons inspector with UNSCOM in Iraq and later in the Organisation for the Prohibition of Chemical Weapons (OPCW). Subsequently, he served as a Senior Policy Officer in the OPCW as well as a Policy Planning Officer in the Comprehensive Nuclear-Test-Ban Treaty Organization. Alex represented, inter alia, the OPCW in 2007 in the update of the UN Secretary-General Mechanism and was also a member of the Temporary Working Group on Verification/Scientific Advisory Board established under the auspices of the OPCW Director-General between 2013 and 2015. Mr. Lampalzer holds also a PhD in political sciences from the university of Vienna and a MSc in Intl. Project Management.

LOMBARDI, Dr. Eng. Gianrico

Gianrico Lombardi received a degree in Nuclear Engineering in 2003. He has been working in Sogin S.p.A. since 2004 and he is an expert in the technical management of reprocessing contracts of irradiated nuclear fuel and the management of spent fuel and radioactive material transports.

From 2004 to 2013 he was involved in the preparation and realization of 26 irradiated nuclear fuel transportations from Italy to reprocessing sites in Great Britain and France.

He has also collaborated with NPPs regarding procedures applied for the shipment of irradiated nuclear fuel. Since 2006 he has been the Dangerous Good Safety Advisor for class 7 – radioactive materials and since 2007 he is DGSA for 5 Italian sites. He has also collaborated in the publication of the third edition of “Il consulente per la sicurezza dei trasporti di merci pericolose” (EPC Libri) and he is also a professor at the Radwaste Management School of Sogin S.p.A..

Since 2012, he has been a coordinator of the UNI working group related to transport of radioactive material and he has recently become a member of ISO/TC 85/SC 5/WG 4 “Transportation of radioactive material”.

Mr. Lombardi is currently responsible for technical and administrative management of contracts related to the back end nuclear fuel cycle of Sogin: contracts for transport and reprocessing of the irradiated nuclear fuel with international operators, interim storage of irradiated nuclear fuel, interim storage of nuclear materials and transport of wastes. Andrea Malizia is a Researcher in Nuclear Measure and Instrumentation at the Department of Biomedicine and Prevention, University of Rome Tor Vergata. He achieved his Bc.S. in 2003 and the Ms.S. in 2005 (cum laude) in Environmental Engineering both at the University of Rome Tor Vergata. Dr. Malizia defended his Ph.D. in Quantum Electronics and Plasma Physics in 2010 (Rank 4/4); he later achieved in 2010 the postgraduate title in Protection against CBRNe events (cum laude) at the University of Rome Tor Vergata. His research interests center on improving the understanding, design, and performance experimental set-up to analyze the mobilization of toxic dust in case of accident in the energy plants. Currently, he studies the mechanism of mobilization in case of accident like Loss Of Vacuum Accident (LOVA), Loss Of Coolant Accident (LOCA) by the mean of experimental and numerical characterization. In addition, Dr. Malizia has contributed to the development of LIDAR/DIAL systems for environmental control and military application. He cooperates with international entities (public, military, academics and private) involved in CBRNe (Chemical, Biological, Radiological, Nuclear and explosive) safety and security. Mrs. Mancinelli is a Nuclear Engineer specialized in Radiation Protection and Radiological Characterization for the decommissioning of Nuclear Power Plants and Nuclear fuel cycle facilities. She is a Radiation Protection Expert since 2016 and has a knowledge in IAEA Safety Standards and Regulations as well as other field-specific International Standards in Radiation Protection, Radiological Characterization and Radioactive Waste Management. She holds lectures on Radiation Protection on a regular basis and has also collaborated in the past with the IAEA Department of Nuclear Safety for the implementation of training material on the Safe Decommissioning of Nuclear Facilities: Basic Module.

She currently works for the Engineering and Radiation Protection Department in Sogin, providing support to nuclear sites for Health Physics aspects, regulation compliance (especially for material clearance) and dose assessment for workers and the public for both normal operation conditions and accidents. She is also involved in the design process of decommissioning activities by performing shielding calculations and preventive dose evaluations for planned decommissioning operations, through the use of international recognized computer codes (such as VISIPLAN 3D ALARA, MICROSHIELD, MCNP, etc.)

MEULENBELT, Dr. Stephanie

Stephanie Meulenbelt (1986) holds an MA in Criminology (University of Utrecht, Netherlands) and an LLM in International Law (University of Reading, UK). She has worked for the Organisation for the Prohibition of Chemical Weapons (OPCW) and the Netherlands Organisation for Applied Scientific Research (TNO), where she performed research in the areas of (CBRN) defence, safety and security. Stephanie has written reports and published several articles on a variety of topics, including cyberwarfare and cybersecurity, international organised crime and CBRNE (terrorism) related issues. Currently, she is employed at the Dutch National Institute for Public Health and the Environment (RIVM). Within the Centre for Environmental Safety and Security, which focuses on the physical safety in the Netherlands with regard to the threat and consequences of (CBRN and other) accidents and incidents, Stephanie works on CBRNE as well as other (inter)national safety and security related topics.

 

 

MICHELINI, Elisa

Elisa Michelini has been a researcher in analytical chemistry at the University of Bologna since 2006. Her scientific activity has been devoted to the development of bioanalytical methods including bioluminescent whole-cell biosensors with applications in drug screening, environmental monitoring, forensics, and diagnostics. More recently her activity has been devoted to the development of portable biosensing devices and smartphone-based sensors for on-site multiplexed and point-of-need analysis. She is author of 57 papers on refereed journals with high impact factor in the fields of Analytical Chemistry, Environmental and Food Chemistry, Clinical Chemistry and more than 100 oral and poster presentations in national and international congresses (of which 8 invited lectures). H-index: 23; Sum of the Times Cited: 1738 (Source: Isi Web of Knowledge). Since 2012 she has been a Member of the Scientific Advisory Board of the “International Society for Bioluminescence and Chemiluminescence” (ISBC) and Secretary since 2015. She is Expert of European Commission for nanobiotechnology (Evaluator of FP7 and H2020 Proposals). In 2013 she received National Scientific Habilitation for full professorship in Analytical Chemistry. She is coordinating the international project “CELL BIOSENSORS- Cell Biosensors for Detection of Chemical and Biological Threats” (funded by NATO-SPS, 2016).

MORCIANO, Dr. Laura

Dr Laura Morciano is a researcher at Biomedicine and Prevention Department, with an expertise in emergency organization. She has the training in Public Health, Risk Management and Health Direction. In 2016, she won a PhD studentship and in 2018 she won a research grant on the Analysis of Emergency Department. To date, she is Health Director at Santa Famiglia clinic, in Rome, and she is Risk Manager of several clinics in the Lazio Region. She has the expertise in risk evaluation in all levels of the health organization, and she masters most of the common risk analysis tools. Since 2011, she has authored several research articles, in the fields of infectious diseases, epidemiology and organization of health services, epidemiology of chronic diseases and frailty. She taught Epidemiology and Public Health in University courses (Medicine and Surgeon, biotechnology, nurses sciences, biology) and in many first and second level university master: CBRNe, physiotherapy, nurse specialist in epidemiological surveillance and control of healthcare-related infections.

MRVAN, Lubomir

During his military tour he served as an engineer at different commanding posts. He was deployed to UNTAES mission in Eastern Slavonia, later to HQ SFOR in Sarajevo, Bosnia and Herzegovina. In the Iraqi Freedom operation, he took over the leading position as a demining company commander. He was assigned as a senior officer to Joint Engineer Operations Branch at the Allied Joint Force Command in Naples, Italy for three years. After serving at the General Staff of the Armed Forces of the Slovak Republic, Staff for Operations, he took over the position of the Engineer Battalion Commander of Land Forces.

In 2014 he assumed a position of the Director of the NATO EOD Centre of Excellence in Trenčín, Slovakia.

 

 

MUGELLESI, Roberta

Roberta Mugellesi is Integrated Applications Manager in the Directorate of Telecommunications and Integrated Applications of the European Space Agency. She holds a Doctor Degree in Applied Mathematics from the University of Pisa, Italy, and a Master in Business Administration from the Schiller International University of Heidelberg, Germany.  Before joining current position, she led orbit and manoeuvre operations for several ESA satellites during different phases of the mission. In the current position, she is working on a varied range of IAP projects with recent focus on CBRN counteracting measures.

 

 

MURARI, Dr. Andrea

Andrea Murari received his B.A. in Applied Electronics, his M.S. degree in Plasma Engineering and his Ph.D. in Nuclear Power Plants in 1989, 1991 and 1993 respectively. After a period in the private sector in the field of electronic and telecommunications, he has mainly worked in measurements, data analysis techniques and control of high temperature plasmas. Between 1998 and 2002 was leader of the technical group supporting all diagnostics of the RFX experiment. Between 2002 and 2010 he was Task Force Leader for Diagnostics on JET and between 2008 and 2014 he has also covered the role of Head of JET CSU Group on Diagnostics and CODAS (COntrol and Data Acquisition). From July 2008 to December 2016 he coordinated the European participation to the ITPA topical group on diagnostics. Since 2011 he is the official interface of JET to the EIROFORUM Thematic Group on Instrumentation. Since 2014 he is the Head of EUROfusion JET Enhancement Department. Since 2014 he is the official interface for EUROfusion to the EIROFORUM Thematic Group on Information Technologies. He is presently Leader of the JET Team of the EUROFUSION ITER Physics Department.

Colonel Vratislav Osvald was born on 3 th October 1963 in Přibram. His military career started in 1982 after graduation at the specialized military chemical high school in Valašské Meziříčí. That year he started studies at The Military University of Ground Forces in Vyškov.

After the graduation (he reached the Master of Science degree from chemistry and radiology) he served as a Recce Platoon/company Commander and as a Deputy Commander for Armament of the 4 th CBRN Defence Battalion. In 1991 he was appointed as a Senior Staff Officer of the CBRN Section and in 1992 as a Senior Officer of the Logistic Support Department of the 9 th Tank Division. In 1996 he was appointed as a Deputy Commander of the 5 th Support Battalion.

From 1997 to 1998 he did post gradual study at the Military University in Brno. After graduation he started serving as the Chief of staff of the 2 th Logistic Battalion.

In 2000, he participated in the peacekeeping mission SFOR in Bosnia and Hercegovina serving as an Operational Logistic Officer-Deputy Chief of Logistic Support department of the Multinational Divisional Headquarters in Banja Luka.

From September 2003, he started building-up the 1st NATO Multinational Chemical Biological Radiological and Nuclear Defence Battalion for NATO Response Force as the battalion commander. During the standby period he was responsible for CBRN support to the Istanbul summit and he was the commander of the NATO CBRN Task Force deployed to Greece in support of Olympic Games 2004.

In 2005, Col Osvald was transferred to Prague and appointed as the director of The National CBRN Monitoring Centre. As a part of obligations, he worked as the permanent representative of The Czech Armed Forces within NATO CNAD/NAAG – CBRN Joint Capability Group (CBRN JCG) and co-chaired NATO CNAD/ Defence Against Terrorism Program of Work (CBRN DAT POW) group.   

1st JULY 2006, Col Osvald was designated as the SACEUR’s NATO CBRN Joint Assessment Team Commander for NATO Response Force (NRF) 8.

1st February 2008 was Col Osvald transferred to Supreme Headquarters Allied Power Europe (SHAPE) as a J5 CBRN staff officer responsible for CBRN Policy and CBRN Reach back and fusion.

1 September 2011, he was appointed as Training, Exercise and Education department director at the Joint CBRND COE Vyskov, CZE and promoted to the Colonel.

Since 1st September 2011, Col Osvald was designated as the NATO CBRN Joint Assessment Team Commander for NRF 18.

In 2012, Col Osvald was elected as the co-chairman of the NATO CBRN Training and Exercise Panel.

PALESTINI, Luigi

I am Luigi Palestini and I work in the Italian Fire Brigade from 2006, as a Lieutenant Colonel Engineer. My professional duties are firefighters training on CBRN, equipments and vehicles, disaster response coordination in local and national emergencies and fire prevention. In 2016 I attended the "Civilian-Military Cooperation Course (COCIM)" at the Italian Ministry of Defense, in 2011 I earned a 2nd level master course in “Protection against CBRNe events" at the University of Rome "Tor Vergata" and in 2003 I got a mechanical engineering degree in University of Rome "La Sapienza". My interests are education and training, sports, psychology and reading.

 

 

PALESTRINO, Mirko

Mirko Palestrino has been working at ASST Fatebenefratelli Sacco since 2014. After a six-months internship, he has been hired as Team Assistant in the Grants Office of the Laboratory of Clinical Microbiology, Virology and Bioemergencies. He works now as both Assistant Project Manager and Project Data Analyst. He is responsible for the collection and the analysis of project data, as well as for the drafting of relative reports.

As Assistant Project Manager, he contributes to the monitoring of the project progress and quality of the outputs, including supervision of field activities in the target regions. Furthermore, he is in charge of the research of new funds and the design of project proposals.

Mirko is interested in International Relations theory and research with a focus on realism and international political economy as theories of international relations, U.S. foreign policy, as well as disarmament and armament proliferation control. He holds a B.A. in International Sciences and European Institutions and is currently attending a Master’s programme in International Relations focused on international politics and regional dynamics. PALOMBI, Prof. Leonardo

Prof Leonardo Palombi (male). Born in Rome on April 28, 1954, Leonardo Palombi graduated in Medicine and Surgery in 1979, subsequently obtained a specialization in Hygiene in Medicine and Surgery (1982) and a master's degree in Epidemiology at the London School of Hygiene.

PALUCCI, Antonio

Antonio Palucci, graduated in Chemistry, his field of interest are most in spectroscopic (IR, VIS, UV and Raman) and analytical techniques for trace monitoring in different field of interest as environmental, health and cultural heritage. Recently, he is deeply involved in Security as project coordinator or advisor. Formerly coordinator of ISOTREX (FP6), BONAS (FP7) and RADEX (NATO security projects. Member of ESRIF and IMGS, ESETF, NDE (Network Detection of Explosive), ISEG (Independent Scientific Evaluation Group of NATO), European Reference Network fir Critical Infrastructure Protection (ERNCIP): Detection of Explosives & Weapons at Secure Locations (DEWSL). He is Director of the Diagnostic and Metrology Laboratory, at the Italian National Agency for New Technologies, Energy and Sustainable Economic Development ENEA, since 2009, where manage five research activities, namely: Diagnostics for Security, Diagnostics for Safety, Environmental Diagnostic related to Climate Change, Diagnostics for Cultural Heritage preservation and Fruition and Diagnostics for Energy. All of these based on optoelectronic technologies and with the support of 30 staff members. As result of his activities garnered 7 patents, more than 100 papers published on national and international scientific journals and more than 400 reports and proceedings of national and international conferences.

 

 

PARATORE, Dr. Angelo

Angelo Paratore has been working since the early 80’s in the nuclear industry, participating in the Caorso NPP refueling outages.

In 2001 he joined the Engineering Dpt. of SOGIN where he covered positions of increasing responsibility, being involved in the decommissioning activities of the Italian NPP’s and Fuel Cycle Facilities. In 2011 he was appointed Responsible of the National Repository & Technology Park Division, since then being involved with different roles in the activities aimed at siting, designing and realizing a centralized surface repository for the final disposal of short-lived radioactive waste and the interim storage of long-lived radioactive waste generated in Italy. 

 

PARRILLA, Antonio

Antonio Parrilla, born in 25/06/1964 at Corigliano Calabro (CS), is a WHO certified Infodemic Manager currently working for the Italian Prime Minister Office, Office of the General Secretary. He received a degree in Computer Science from University of Salerno, a Specialization course and a Master Degree in Quality for Public Administration from Roma due University, a first level and a second level Master Degree in Protection against CBRNe events from University of Rome, Tor Vergata, plus a number of certifications including “Cohoperation between Military and Civil forces” from Centro Alti Studi Difesa (CASD), “Digital Forensics Fundamentals” from Italian Military School for Telecommunications Chiavari, and many others.

He is the author of the book: “How the Communication of CBRNe Events Changes in the Era of Social Media and Fake News” and has published several articles regarding computer science and communication.

Francesco Pasquino, born the 31/08/1974 at Galatina (LE). In 2001 he received a degree in chemistry from University of Bari. In 2001 he joined Italian Army as Lieutenant of Corp of Engineer. From 2005 he work at Joint Technical Centre of Civitavecchia (RM) that is Italian reference centre about Chemical Warfare Agents where he work as analytical chemist and he is involved in testing of protection and decontaminating material. In 2007 he have been promoted Captain. PATUREJ, Krzysztof

Mr. Krzysztof PATUREJ, President of the Board of the International Centre for Chemical Safety and Security (ICCSS), Warsaw, Poland (www.iccss.eu), a career diplomat, the Chairperson of the OPCW Third Review Conference /The Hague, April, 2013/, former Director at the OPCW Technical Secretariat. Amb. Paturej is experienced in multilateral diplomacy, negotiations and multicultural relations, disarmament and non-proliferation of WMD, efforts against terrorism, development and cooperation programmes, relations with stakeholders and public society, result based management and risk management strategies. He is actively engaged in the promotion of the global cooperation to mitigate CBRN security threats and the development of the global chemical security culture. He co-organized and leads the multi-stakeholder and non-political process of global cooperation to enhance chemical safety and security – CHEMSS. He chaired the first CHEMSS2016 - Global Summit on Chemical Safety and Security (ww.chemss2016.org) in Kielce, Poland. He chairs the preparations and the Program Committee for CHEMSS2017 (Shanghai, China, 19-20 September, 2017).

 

 

PECORARO SCANIO, Alfonso

Alfonso Pecoraro Scanio (13 March 1959) is an Italian politician, lawyer and journalist. He is actually President of Fondazione UniVerde. He served as Minister of Agriculture in the second cabinet of Giuliano Amato and as Minister of Environment in the second cabinet of Romano Prodi. Born in Salerno, member of the Italian Chamber of Deputies since 1992, Pecoraro Scanio was the leader and president of the Federation of the Greens, one of the parties making up the ruling coalition in the new Italian government. He also served as Minister for Agriculture from 2000 to 2001 in the cabinet of Giuliano Amato.

 

 

PEDEMONTE, Massimo (MAX) Police Officer S.U.P.S. OF9

Officer Pedemonte is an Italian Police Superior Inspector on duty as Bomb Squad Commander. Actually is leading a Police Special Unit with C-IED and CBRNe capability dealing with certification & training of Police personnel and emergency quick reaction.  Graduated by Naval School in 1979 joining the Navy as Engineer, he was travelling spending some years around the world. After was hired by a National Company dealing directly with CEO security he finally joined the Police in 1988. At the end of the Police Academy training, he get immediately assigned to the anti-terrorism and, due to his military background, joined voluntary the Army EOD School in 1989. Following the threat evolution, he get first the EOD badge and after became IEDD operator. He is also a CPU Operator and Instructor Following the operational and tech development, after Sept. 11, he was also qualified by the ARMY NBC interforce Training Center in Italy and abroad as Specialist and Instructor on CBRN. Qualified by ATF as Post Blast Investigation expert is tech advisor for forensic and get a seat into several tech panels. Max was part in several and different missions, serving abroad for many years with CIV/MIL/POL entities as field officer, tech advisor and operations, embedded with National, International and local Military and Police forces as J2 J3 and J9. From is fields experience he get the possibility to be trained and certified as C-IED and CBRNe Instructor and is actually making lectures looking the threat with a “police approach” focused on C-IED and CBRNe at Universities and Academy Military and Police both.

 

 

PELLEGRINO, Roberta

Roberta Pellegrino was born in Rome on the 12th August 1991.

She attended the Technical Institute I.P.S.I.A. Emilio Cavazza in Pomezia. She obtained her bachelor’s degree in Industrial Engineering at University Campus Bio-Medico of Rome (UCBM) in 2014. The thesis “Treatment and transformation of the waste materials of the olive-products industry” proposed a reuse of the remaining biomass as fuel for gasification plants with the aim of producing energy from renewable sources.

Now, she is about to get her Master Degree in Chemical Engineering, always at University Campus Bio-Medico of Rome. The thesis “Analysis of the impact of terroristic attacks against chemical plants” aims at identifying the damages provoked by a potential terroristic attack in a specific point of interest of a chemical plant and the consequent analysis of the critical areas of the plant itself. Her work has been developed within the Coserity Lab. The laboratory is involved in three main fields: Interdependency Models for Critical Infrastructures, Fault detection and Reaction strategies, Indoor localization of ad-hoc sensor networks.

 

 

PENSALFINI, Lieut. Col. Stefano

Lieutenant Colonel PENSALFINI has occupied a multitude of military appointments, with responsibilities ranging from Bersaglieri Infantry Platoon Leader to Bersaglieri Infantry Company units Command. He has also served as Staff Officer covering diverse range of appointments within the 7th CBRN Defence Regiment Headquarter. He has specialist knowledge and extensive experience in CBRN Defence, a field in which he has attended numerous advanced courses: he led Logistics Branch within a multinational CBRN Battalion as part of the 2007 rotation of the NATO Response Force (NRF 9) and, subsequently experienced as Chief of Logistic Support Office and therefore as Security and Information Officer at the “Cremona” 7th CBRN Defense Regiment in Civitavecchia (Rome). Since August 2013, he has been appointed as Capabilities Development and Defence Planning

PEREZ-DIAZ, Prof. José L.

Prof. Dr. José Luis Pérez Díaz, coordinating person of the project COUNTERFOG, Ph. D. on Physics and Mechanical Engineer has been involved in more than 25 R&D projects of very different areas like security, vehicle transportation, railways, aeronautic, aerospace, fire safety, mechanical design, cryogenics or even software development. He is author of more than 70 papers and inventor of 15 patents. He has been coordinator of several EU projects in different fields. He has recently received the 1st prize to best R&D Cooperation project VII edition Madri+d Fundation and the 1st price to best project of partners of FP7 Clean Sky award.

 

 

PEZZOLA, Silvia

Born in 1982, Silvia Pezzola graduated in 2006 in Biology at the University of “Roma Tre”, Rome, Italy. In 2010, she discussed her PhD thesis on the developing of anti-cancer drugs having as target a family of multidrug resistant enzymes. After PhD, she worked two years as post-doctor at CNR (Consiglio Nazionale delle Ricerche). During them, she analysed, using in vivo and in vitro models, the involvement of small RNA and microRNA in the development of Alzheimer disease. Further, she studied the development of self cleaning and self hygienic coating at department of Material Engineering, University of “Tor Vergata” Rome Italy. Thanks to this experience, she deeply analysed effects of organic and inorganic compounds towards several bacterial strains, produced in food packaging or surface exposed to severe weather. Since the beginning of her career, she has cooperated in approximately 20 papers on international journals, as well as posters and oral communications in national and international congresses.

 

 

PILAR PINA, Maria

Dr. Maria Pilar PINA (female) is associate professor with tenure (2007) in the Department of Chemical and Environmental Engineering at the University of Zaragoza, member of Nanoscience Institute of Aragon (http://www.unizar.es/nfp/nfp.php), coordinator of the Master in Nanostructured Materials for Nanotechnology applications (http://www.unizar.es/nanomat) and Vice-Director of IBERNAM network (http://www.ibernam.net).

Her current research pivotes on microsystems development based on nanostructured materials for reaction, separation and sensing applications. More specifically, her research lines are focused on the following topics: i) nanostructured materials and substrates for SERS detection in gas phase; ii) microfabrication using microporous films and coatings for preconcentration applications; iii) incorporation of nanostructured materials on polymer based microsystems for reaction, sensing and PEMFC applications; iv) cantilever based sensing, application to explosives and nerve agents detection, environmental monitoring, immune detection of pathogens and biomarkers. She has participated in 42 competitive research projects (6 EU funded and 1 as coordinator (ZEOCELL -FP7 project)) and 8 private projects; in 21 of them as principal researcher at national and international level. She is coauthor of 3 patents, 5 book chapters, 1 handbook chapter, 63 indexed scientific papers (JCR) and 150 communications to scientific congresses. She has supervised 8 PhD and 4 PhD thesis are under supervision (orcid.org/0000-0001-9897-6527).

 

 

PINCIARELLI, Dr. Luca

Luca Pinciarelli, Rome (Italy) April, 12th 1968, is working for B.M.D. S.p.A., a leading Italian Company in defence business, as Research and Development Manager for Chemical, Biological and Software Management for CBRNE products. Before joining B.M.D. was area manager for a world famous CBRN Company. From beginning of ’90 he served as full time Military Officer, Italian Army Corp of Professional Engineers, for some 15 years as NBC Armament specialist. During that time was engaged in domestic and foreign NBC operations (Iraq, Unmovic, Unscom, Kosovo, Bosnia Herzegovina, Albania). He is a chemist, with physical and analytical background, 5 yrs university degree received 1992 (cum laude). Later he spent some training periods inside Italian National Research Council and got a Master in defence against C/B agents @ University of Rome “La Sapienza” in 2004.

His main CBRNE interest are:

- Field identification of chemical agents (Raman, FTIR, MS, GC/MS, FID/PID, electrochemical); -

- Field detection of C/B agents (IMS, DMS/FAIMS, fluorescence, Elisa, electrochemical);

- Advanced technology for C/B detection;

- Mobile mass spectrometric detection (GC/MS, GC/MS2);

PIZZI, Dr. Roberto

Roberto Pizzi, geologist, has been working for almost 15 years at the Department of Civil Protection, the operative branch of the Prime Minister’s Cabinet in charge of the overall management of the National civil protection service. His main fields of expertise are focused on environmental emergencies, disaster waste management, environmental consequences of radiological and nuclear emergencies as well as radioactive waste management. He has got a Master degree in chemical and biological weapons and a Master degree in environmental economics and engineering. He is a lecturer for several post-graduate courses on the same issues. He has also written many articles and books related to environmental issues.

 

 

POHLMANN, Christopher

Dr. Christopher Pöhlmann works as Senior Application Scientist Biological Detection since 2010 for Bruker Daltonik GmbH in Leipzig. He is responsible for the development and evaluation of detection technologies for biothreat agents, e.g. electrochemical biochip technology as well as utilization of mass spectrometry for confirmatory identification of bacteria and toxins. Christopher Pöhlmann has a M.Sc. in Molecular Biotechnology from the Technical University of Munich (2006) and a PhD in Biochemistry from the University of Bayreuth (2010).

 

 

POLESE, Davide

Davide Polese received the mathematical engineering degree and the PhD degree in engineering of sensorial and learning system from the University of Rome Tor Vergata in 2008 and 2012 respectively. Currently, he works as researcher at the Institute of Microelectronics and Microsystems of the National Research Council in Rome. His research interest are in multivariate data analysis of chemical gas sensors, development and characterization of sensing materials and design of system for recording and stimulation of the neural tissue.

I worked for about 15 years in the field of environmental protection and industrial safety. I am qualified inspector Seveso and Reach for the Ministry of Environment and expert in systems safety management. Dr. Qi Jiayi is a professor of Research Institute of Chemical Defense in China, and he achieved his PhD degree from Harbin Institute of Technology. He served as a director and standing director of the Chinese society for composite materials. He devoted a long-term effort to international composite materials research.

 

 

QUANTE, Volker R.

Colonel (GS) Volker R. Quante (German Army) is Deputy Director of the NATO Joint CBRN Defence Centre of Excellence. He has a broad background in CBRN Defence (different leading positions) and in CIS (several assignments in the German Ministry of Defence) with many multinational experiences. His academic qualifications include Computer Sciences and Environmental Engineering as well as Higher Military Studies in Poland and in Germany.

 

 

QUARANTA, Dr. Riccardo

Riccardo Quaranta is a research fellow in CBRN safety and security and prevention against terrorist attacks at the Department of Industrial Engineering of the University of Rome Tor Vergata. He holds a master’s degree in Environmental Engineering from the University of Rome Tor Vergata and completed successfully the first edition of the 2nd Level International Master Course in “Protection against CBRNE events” in 2010. Since then, Riccardo took part in research activities in the field of CBRNe safety. Due to his experience, he is a member of the directive board of the International CBRNe Master Courses of the University of Rome Tor Vergata and has participated in the organization of several conferences and workshops, such as SICC 2017. He co-authored several scientific papers published on Italian and international journals and presented the work of the team at international conferences. He has extensive international experience as he studied in Finland and worked in Australia and Thailand.

 

 

QUINN, Frederick D.

Research Interests: Identification and analysis of virulence factors from Mycobacterium tuberculosis and other mycobacteria

Head of the Department of Infectious disease

The mission of this laboratory is to identify, isolate and analyze virulence factors from Mycobacterium tuberculosis, M. shottsii, and other pathogenic mycobacteria of humans and animals. The primary focus is currently on examining a number of mycobacterial genes for the purpose of understanding their regulation and control of the host-pathogen interaction. Ultimately, these genes, gene products or associated factors could be used as targets for (the causative agent of tuberculosis) and their genetic coding regions for potential use as vaccine and diagnostic candidates and perhaps as guides for novel disease treatments. An example of one of our studies involves a gene product only expressed during the latent stage of tuberculosis (the most common and most difficult phase to treat). The currently available diagnostic test for tuberculosis, the tuberculin skin test, is not always accurate, does not reflect active disease or latent disease, and most unfortunately, once a person is vaccinated with the currently available BCG vaccine, the skin reaction is positive for at least seven years. Additionally, since the BCG vaccine is not effective in a large fraction of the population, and as previously mentioned causes a positive tuberculin skin reaction, this vaccine is not recommended for use in the United States. We are currently attempting to define the role of this protein in disease and are engaged in an international field trial using this protein as a diagnostic for latent infection.

With the number of cases of tuberculosis and particularly multi-drug resistant tuberculosis at its highest level in decades, this project is extremely relevant to not only the goals of our laboratory but also public health agencies. Identifying and working with virulence-associated genes and gene products are not only attainable goals with current technologies but vitally necessary if we are to deal with the prevention of emerging infectious diseases such as the Mycobacteria. We anticipate that the genes and gene products analyzed in this project ultimately will be a useful beginning in the search for accurate diagnostic tests for latent disease (and perhaps active disease), more effective vaccines and more basic knowledge about the bacterial factors involved in the overall pathogenesis of tuberculosis.

 

 

QUINONES DIEZ, Javier

Dr. Javier Quiñones Díez is a Chemist (specialist on material science and metallurgical engineer) involved since 1994 in R&D projects of very different areas like spent fuel behavior under repository conditions, fusion material behavior (lead-lithium alloy), Nuclear safety and security and Nuclear Forensic. He has been participating in the European FP projects since 1994 until FP7 (i.e. COUNTERFOG (Security)). He is author of more than 70 articles and 4 patents. Actually, he has the position of General Deputy Director of Safety and Refurbishment Facilities of CIEMAT and Lecture of Material Science and Metallurgical Engineering in the Universidad Complutense de Madrid. He collaborated as expert & lecture in different IAEA regional courses related to Security of nuclear material and radioactive sources.

Umberto Rapetto is an Italian computer scientist, journalist, writer and financier. He is a former student of the Military School "Nunziatella", Brigade General (reserve) of the Guardia di Finanza and former commander of the Special Telematic Fraud Nucleus. Actually he is CEO of Human Knowledge as Opportunity (HKAO), Senior Partner at CYBERIUS.

 

 

REINER, Frank 

Since 2010, Frank has led as President of The Chlorine Institute (CI), whose mission is to support the chlor-alkali industry in advancing safe, secure, environmentally compatible, and sustainable production, distribution, and use of its mission chemicals.  At CI, he is responsible for day-to-day operations and for helping to strengthen the Institute’s safety, stewardship and leadership programs.  

Frank joined CI in 2005 as Vice President of Transportation and Emergency Preparedness, and continues to guide the industry’s engagement of chlorine producers and packagers as well as outreach to chlorine customers.  He represents the Institute before government agencies at public forums, and at industry groups including the Association of American Railroads’ Tank Car Committee and the National TRANSCAER® (TRANSportation Community Awareness and Emergency Response) Task Group.   He has been a member of the National TRANSCAER® Task Group since 2006 and was appointed chair in 2015.  

Prior to joining the Institute, Frank had a successful career at Union Tank Car Company where he held positions of increasing responsibility and leadership including Chief Engineer and Director, Shop Operations.

Frank earned a Bachelor of Civil Engineering Degree from the Illinois Institute of Technology, a Masters Degree in Management from Purdue University and is a registered Professional Engineer. 

 

 

REZZA, Dr. Giovanni

Dr. Giovanni Rezza, M.D., specialized in hygiene and in infectious diseases, He is serving at the Italian Ministry Of Health as Epidemiology Expert and he was  senior scientist at Istituto Superiore di Sanità di Roma and Director of the Department of Infectious, Parasitic and Immune-mediated Diseases since 2009. He is author of more than 380 article, indexed in PubMed, and 4 books. He is also contract professor at the “Sapienza” University of Rome, and he has given courses at the University of Sassari for several years.

His area of expertise includes HIV and emerging infectious diseases, such as  Chikungunya, West Nile, influenza, Congo-Crimea hemorrhagic fever, and Q fever.

He has carried out epidemiological investigations in Italy and abroad, collaborating with the  World Health Organization, the Italian Cooperation and the European Union. He has managed several research projects on AIDS and other infectious diseases. He is Chairman of the Board Administration of the Consortium “Collezione Nazionale dei Composti Chimici e Centro Screening” (CNCCS). Finally, he is the editor of the “infectious disease epidemiology” section of BMC Public Health, and has been in the Editorial Board of “AIDS” for six years period and Editor of the supplement of “AIDS” for two years.

RILEY, Dr. Paul William

Paul Riley is a senior expert in preparedness at the European Centre for Disease prevention and Control (ECDC) working in the Country Preparedness Section. He joined in May 2017. Prior to working at ECDC, Paul worked for 13 years in the Emergency Response Departmentof Public Health England, where his role was to prepare the health community to respond to unusual emergencies. This included leading the simulation exercise team and he has been involved in the design and delivery of over 100 simulation exercises to as few as 20 and as many as 5000 participants. His interest in emergency preparednesswas developed during his training and short deployment in Iraq as a UN weapons inspector in 2003 within the bio team. Here he realised that by applying his knowledge and experience directly to real world problems was his preferred career path.

Carlos Rojas Palma holds a PhD in Physics from the University of Antwerp, Belgium. In the past he has been actively involved in the field of nuclear emergency preparedness and response under the Environment, Health and Safety Institute of SCK•CEN. He coordinated several R&D projects and thematic clusters for the Euratom FPs (SAMEN, MOONEM and DETECT), in off-site nuclear emergency management and rehabilitation of contaminated environments, and optimisation of radiological monitoring networks. He also coordinated the project resulting in the handbook for triage, monitoring and treatment of members of the public exposed to ionising radiation after a malevolent act (TMT Handbook). He has been a member of the expert group chair of the Assistance Work Group in charge of the implementation of the new IAEA action plan on notification and assistance in case of a nuclear incident or radiological emergency. He is currently advisor to the Belgian Superior Health Council; to the Counter Terrorism Unit of the European Commission DG Migration and Home Affairs and to the European Commission Research Executive Agency on security related matters.

 

ROMANO, M.S. Luca

Luca Romano, M.S. is an expert in nuclear engineering with many years of experience of didactic activities on Physics and also with a good experience in teaching on Nuclear Physics. He is also a professional scientific communicator that has started a project "L'avvocato dell'atomo / The advocate of the atom" that has hundreds of thousands of followers on the main social network platforms. 

  

 

ROSSI, Dr. Riccardo 

Riccardo Rossi, born in 1992, achieved a master’s degree in energy engineering in 2016. He completed a  the PhD in industrial engineering at the University of Rome “Tor Vergata” in April 2020. His principal research activities regard the study of dust resuspension and mobilisation in the case of loss of vacuum accidents in nuclear fusion reactors, and the development of innovative optical diagnostics for chemical (LIDAR) and biological (LIF) detection.

 

 

ROTHBACHER, MMSc. Dieter

Dieter Rothbacher, born 1966, a graduate from the Austrian Military Academy, is the co-owner and Director Operations of Hotzone Solutions Group BV, located in The Netherlands, a company specialized in CBRNE training and consulting services.

Furthermore, he is the President of the International CBRNE Institute (ICI, Belgium), an international non-profit organization founded in 2013.

His professional background includes more than 25 years of experience in the area of Chemical, Biological, Radiological and Nuclear Materials (CBRN) and Weapons of Mass Destruction (WMD):

- more than 15 years as a CBRN Defence Officer of the Austrian Armed Forces;

- 10-year employment with the Organization for the Prohibition of Chemical Weapons (OPCW) as an Inspection Team Leader and as lead trainer for Chemical Weapons Inspectors of the OPCW Inspectorate;

- WMD destruction and inspection assignments with the United Nations Special Commission (UNSCOM) and the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) in Iraq.

He is part of Austrian delegations to international organizations, such as the Comprehensive Test Ban Treaty (CTBTO) to discuss on-site inspection procedures, and he served as Operations Officer at the Regional Arms Control and Verification Assistance Centre (RACVIAC) under the Stability Pact for Southeast Europe, with the aim to provide arms control training, promote confidence and security building measures, and broaden cooperation in South Eastern Europe.

He is currently part of the directive board of the Master Courses in protection against CBRNe events at the University of Tor Vergata, Rome, Italy, where he has also delivered lectures since the 2012-1013 academic year.

Mr. Rothbacher has a Master of Science degree (MSc) in Business Development, and a postgraduate Master of Science (MSc) degree in Safety and Security Management. He is currently studying for his PhD at the United Kingdom Defence University in Cranfield (UK), with his Doctorate dealing with CBRN Defence.

Aino Ruggiero is university teacher in Corporate Communication. She is currently finalising her PhD thesis on the topic of crisis communication and terrorism. She has an MA degree in Organisational communication and PR, from the Department of Communication, University of Jyväskylä. SASSOLINI, Dr. Alessandro

Alessandro Sassolini, born the 29/08/1969 at Città di Castello (PG), is an external collaborator of Industrial Engineering at University of Rome Tor Vergata. He received a degree in chemistry from University of Perugia. He received also M.Sc. in Preventive Conservation of Cultural and Archaeological Heritage in 2005 from University of Perugia and a M. Sc. in Protection against CBRNe events from University of Rome Tor Vergata in 2010. In 2015, he received a Ph.D in Quantum Electronics and Plasma Physics in the University of Rome Tor Vergata. He joined Italian Army as Lieutenant and analytical chemist at Joint Technical Centre of Civitavecchia (RM) from 2005 to 2007. From 2008, he works in the Environmental Protection Agency of Lazio in Rieti. His research interests focus on environmental pollution from military activities, smart CBRN defense as field methods for chemical and biological analytical techniques and protection materials based on self-cleaning properties. He teach at Master Protection against CBRNe events of University of Rome Tor Vergata from 2011. SIEGER, Trey

Trey Sieger is Market Director at 908 Devices in Boston, Massachusetts. Mr. Sieger’s responsibilities include directing the strategic product development roadmap for the safety and security industry, leveraging new technology breakthroughs to solve problems for civilian and military responders in the field. From 2007-2014, he helped build the market for handheld Raman and FTIR instruments at Ahura Scientific, which was acquired by Thermo Scientific in 2010. Mr. Sieger joined Ahura/Thermo Scientific from GE Security, where he managed GE’s emerging chemical and biological identification product line. SIMONE, Dr. Nicola

Nicola Simone started studying biology, chemistry and explosives since he was a child. He took a high school qualification as “Chemistry operator” then a high school diploma as “Biology- chemistry lab technician”. After this, he moved to University of Perugia and got a master degree in Biological Science. In 2001 he achieved a second high school diploma as “agricultural technician” and, the same year, the qualification to practice as a biologist. He achieved a PhD equivalent in food chemistry in 2003. He is a biologist but have a really deep knowledge of inorganic and organic chemistry, and some skills in toxicology. He achieved the 2 nd level master in CBRN events protection (University of Rome Tor Vergata). He is a panel leader (virgin olive oil and table olives) and an international expert on sensory analysis. Currently he works for Italian Council for Agricultural Research and Economics (CREA), and he is considered an expert in Nuclear Magnetic Resonance and other spectroscopy analysis. In the meanwhile, he is also an official shooting instructor (UITS- CONI) and worked as teacher for many universities and other international organizations. He has also excellent skills in communication and management. He is a member of MENSA Italy and MENSA International. Gary is a native Northern Californian and resides with his wife and family in Santa Cruz County, 100 miles south of San Francisco. 

Gary served 32 years in the fire service, 20 as fire chief (now retired). He has a Bachelor’s Degree in Fire Administration and is an advocate for the value and benefits of education. 

In 1987 Gary co-founded and is the President of the Ammonia Safety & Training Institute, a non-profit organization dedicated to preventing or stopping emergencies when they are small.

William So is a Policy & Program Specialist for the WMD Directorate’s Biological Countermeasures Unit at FBI Headquarters since 2007. Will provides subject matter expertise, in the field of biological sciences, that support the development of FBI and U.S. policy, response planning, and biosecurity matters. His current projects include bridging the gap between the scientific enterprise and the law enforcement community with all levels of stakeholders inside and outside the U.S. in matters related to biosecurity, dual-use, emerging technologies, and pathogen security. Will earned his Ph.D. in Environmental Toxicology from the George Washington University in 2005.

 

 

SOAVE, Dr.  Maurizio

Maurizio serves at the Fondazione Policlinico Gemelli, Università Cattolica and als as Didactic Coordinator of the International Master COurses in Prrotection Against CBRNe events. He is involved in several national and International research project on CBRNe and non conventional afety and security. He is an expert of medical managment and first AID in case of CBRNe events.

Yeongtak Song was born in Ulsan, Korea, in 1983. He received the Ph.D. degree from the Department of Electrical Engineering, University of Ulsan, Ulsan, in 2016. He is currently a Research Associate Professor in the Department of Emergency Medicine, College of Medicine, Hanyang University, Seoul, Korea. He is also a Senior Researcher in the Convergence Technology Center for Disaster Preparedness, Hanyang University, Seoul, Korea. His current research interest includes biomedical engineering, especially for emergency medical devices.

 

 

SPENCE, Scott

Scott Spence is the Programme Director for the National Implementation Measures (NIM) Programme at London-based VERTIC. He oversees the strategic vision and delivery of the programme, which works with interested governments in all regions of the world on comprehensive national implementation of UN Security Council Resolution 1540 (UNSCR 1540), the Biological and Chemical Weapons Conventions, and the international instruments for nuclear security. This includes awareness raising activities, promoting universal membership in several treaties and legislative assistance.

Scott Spence previously worked at INTERPOL and the Organisation for the Prohibition of Chemical Weapons (OPCW). He also worked as an attorney in the New York office of Freshfields Bruckhaus Deringer. He developed the 'National Legislation Implementation Kit on Nuclear Security' - Indonesia's gift basket to the Nuclear Security Summit in 2014 - as well as VERTIC's 'Legislative Guide to National Implementation of UN Security Council Resolution 1540'. He also codeveloped the 'Sample Act' for national implementation of the Biological Weapons Convention, and prepared VERTIC's 'Regulatory Guidelines' for implementation of the BWC.

 

SPORA, Lt. Col. Alex

Lieutenant Colonel Alex Spora is a staff officer in the Engineer/ Rescue/ NBC Training Unit of the Swiss Armed Forces. He previously served for over 12 years as an EOD officer, first in operational duty, and later becoming the Head of Operations at the Swiss EOD Center. In this role he had over 700 EOD tasks per year under his supervision. From late 2020 to 2022 he served as the Head of Clearance at the MITHOLZ project, which aims to remove exploded ordnance from an underground storage site. He deployed multiple times in Africa and in the Balkans, and served as the Swiss representative at several NATO and UN Working Groups.

 

STIENSTRA, Dr.  Stef

Dr. Stef Stienstra is a Strategic consultant in biomedical science, with a parallel career as a Commander of the reserve of the Royal Dutch Navy. 

He is a Key Expert for CBRN Center of Excellence P48 (Improve regional management of outbreaks in African countries) at Expertise France.

For the Dutch Armed Forces he has responsibility for the counter measures in CBNRe threats and medical consequence management both in a military and a civilian setting.

He was the director of the 2014 and 2016 World Congress of CBRNe Science & Consequence Management in Tbilisi, Georgia. And he is also visiting professor for Punjab University in Pakistan and Rhein-Waal University in Germany. 

He has finished his studies in Medicine and in Biochemistry at the University of Groningen in The Netherlands and has extensive practical experience in cell biology, immuno-hematology, biodefense and transfusion medicine. 

 

 

STUBBS, Ian 

Inspector Stubbs will outline the doctrine model applied by the UK emergency services in response to a CBRN event, from the ‘initial operational response’ by non-specialist resources through to the specialist response. The presentation will highlight some of the shortcomings of alternative and historic approaches and highlight how science has informed the current approach and how, if it is operationally usable,  it can continue to support the response and the delivery of the overarching strategic objectives. The presentation will focus on the on-scene management of the event, under 5 broad activity themes:

THORNTON, Dr. Michael

Michael Thornton is the team leader coordinating on behalf of the European Commission’s Joint Research Centre, the EU CBRN Centre of Excellence (CoE) Risk Mitigation Initiative with 2500 members, in 53 countries and 8 Regional Secretariats. He has carried out missions to more than 30 countries worldwide in support of the CoE, meeting with Ministers, senior government representatives and CBRN experts. He has performed in-country Needs Assessment and supports countries developing National Action Plans to mitigate the risks of CBRN events.

In parallel to this, he has designed and delivers training courses on the identification of nuclear installations using satellite imagery to military and non-military image analysts, at the European Union Satellite Centre in Spain, where he has been a lecturer since 2003. From 2007 to 2010 he represented the Commission on the European Council’s civil protection working party for the European Programme for Critical Infrastructure Protection (EPCIP) Directive.

He is an invited speaker to Georgetown University School of Continuing Studies, Washington, D.C., for their Executive Master of Professional Studies in Emergency and Disaster Management. 

Prior to working for the European Commission, he worked at the United Kingdom’s Atomic Weapons Research Establishment, in support of the Polaris and Trident weapon programmes.

TRIPODI, Col. Romano

Col. Med. C.R.I. Romano Tripodi is the Head of the Health Office at the National Inspectorate of the Military Corps of the Italian Red Cross. He specialized in Aerial and Spatial Medicine, Anaesthesia and Resuscitation, Civil Protection, Disaster Medicine and Disaster Management. From 2000 to 2010, he participated in national and international humanitarian emergency activities. He was involved in the Bilateral Project regarding the International Committee of the Red Cross and the Italian Red Cross in Kosovo (2000-2001). He participated in missions in Baghdad (Iraq), where he was operational in the field hospital and in the Medical City Centre hospital (2003-2004). He was responsible of a field hospital in Pakistan (2005), and responsible of a Medical Post and coordinator for the Italian Red Cross Personnel in Italy (L’Aquila, 2009), during earthquake emergencies. Furthermore, he participated as medical Coordinator for Medevac from Haiti (2010).

 

 

TRTICA, Milan S.

Dr Milan S. Trtica is Full Res. Professor at Department of Physical Chemistry, VINCA Institute of Nuclear Sciences, University of Belgrade. The main field of activities of Dr Trtica can be described as, Lasers and Their Applications. The high level of innovative research, in which he was involved often as a team leader, is of permanent interest to Dr Trtica. Scientific areas generally comprise: (a) laser-matter interaction phenomena with emphasis on high laser intensities, as well as ultra-high laser intensities; (b) material surface modifications (metals, non-metals, semiconductors, bio-materials, thin films) with ns-, ps- and fs-lasers, at micro- and nano-levels; (c) generation and applications of nanostructures/nano-particles (NPs). Laser assisted NPs creation in gaseous and especially liquid phase; (d) environment/air pollution detection; (e) spectroscopy applications/studies such as laser intracavity spectroscopy, laser photoacoustic and fluorescence spectroscopy, laser induced breakdown spectroscopy; (f) laser isotope separation and decontamination of surfaces; and (g) designing, realization and studying of physical/physico-chemical characteristics of various laser systems.

 

 

TSUCHYA, Ken'ichi

Dr. Ken’ichi Tsuchiya has been a senior scientist for Physics section in National Research Institute of Police Science in Japan. His current areas of research include development and evaluation of first responder’s equipment for radiological threat. He is also developing gamma-ray spectroscopy with an emphasis in nuclear forensics.

He obtained his B.S. in earth and space science from Osaka University in 1999, and his Ph.D. on the subject of cosmic-ray physics from the University of Tokyo in 2005. He then spent two years as a post-doctoral fellow in Kyoto University to develop X-ray imaging detectors for synchrotron radiation experiments. Since joining National Research Institute of Police Science in 2007, he has worked on research and development at nuclear detection, nuclear forensics, and image analysis.

VASILIOU, Prof. Vasilis

Susan Dwight Bliss Professor of Epidemiology, Chair of the Department of Environmental Health Sciences at Yale School of Public Health.  Dr. Vasiliou received his BSc in Chemistry (1983) and PhD in Biochemical Pharmacology (1988) from the University of Ioannina, Greece. He then trained as a Fogarty Fellow in gene-environment interactions, molecular toxicology and pharmacogenetics at the Department of Environmental Health in the College of Medicine at the University of Cincinnati (1991-1995). In 1996, he joined the faculty of the University of Colorado School of Pharmacy where he rose through the ranks to become Professor and Director of the Toxicology Graduate Program. In July 2014, he joined the faculty of Yale University in his new position.

Professor Vasiliou has established an internationally recognized research program that has been continuously funded by several USA federal agencies such as NEI/NIH, NIAAA/NIH and NIH/NIEHS since 1997. His research interests include mechanisms of cellular responses to environmental stress, gene-environment interactions, alcohol –induced tissue injury, pharmacogenetics and his laboratory studies metabolic diseases including obesity and diabetes, and cancer. Dr. Vasiliou has published over 190 papers and edited three books on Alcohol and Cancer. He has trained over twenty five doctoral and post-doctoral students. Dr. Vasiliou is the editor of Human Genomics.

 

 

VEGA, Jesús 

Jesús Vega is working at Laboratorio Nacional de Fusión (LNF)-CIEMAT from 1983. His research activity in fusion has covered several fields: data acquisition, control, remote participation techniques, data analysis and experimental physics. At present, he is Head of the Advanced Data Analysis Unit of LNF-CIEMAT. His current research lines are related to machine learning methods (real-time prediction of disruptions in tokamaks) and data mining techniques (analysis of massive databases in fusion with applications to disruption avoidance and mitigation). J. Vega has been chair under EFDA of the European Working Group “Data Analysis and Calibration Techniques”

(2009-2013). Also, he has been co-chair of the EFDA Topical Group on Diagnostics

VENIER, Silvia

Silvia Venier holds a BA and MA in International Relations (University of Trieste) and is currently PhD candidate at the Institute of Law, Politics and Development (DIRPOLIS) at the Scuola Superiore Sant’Anna in Pisa. Her PhD project focuses on Human Rights (HRs) issues raised by prevention and response to major emergencies, and it particularly explores positive obligations stemming from HRs law related to protection from unconventional risks (i.e. chemical, biological, radio-nuclear, CBRN). As part of her PhD research, Silvia has been visiting research fellow at the Centre for International Law, Conflict and Crisis at the Copenhagen University, at the multidisciplinary Copenhagen Centre for Disaster Research (COPE), and at the Human Rights Centre at the University of Essex. Before joining the DIRPOLIS Institute, Silvia has been working in a private research centre based in Rome on projects funded in the scope of the European Commission 7 Framework Programme, dealing with HRs and ethical implications of emerging security, surveillance and disaster management technologies. She has been deputy coordinator of the 7FP PACT Project (Public Perceptions of Privacy and Security). She has also served as Ethical Monitoring Manager for the 7FP EDEN project (End-user driven DEmo for cbrNe) at the Rome Catholic University.

 

 

VENTURA, Maj. Piergiorgio

Piergiorgio Ventura is a Major of the Italian Army, actually serving at the Joint Logistic Technical Centre in Civitavecchia (Rome). He achieved his Ms.S. in 1998 (cum laude) in Nuclear Physics at the University of Catania.  Major Ventura defended his Ph.D. in Quantum Electronics and Plasma Physics in 2010 (Rank 4/4). Major Ventura has contributed to the development of LIDAR/DIAL systems for environmental control and military application and is still involved in new research activities on this field. He is actually in charge of the environmental and testing Branch, devoted to the environmental protection technical activities for the Italian Army as well as test and technical exploitation of new systems during procurement in order to check the CBRN protection or resistance, in general, or the performance, if testing a CBRN materiel.  He is also in charge of the Physics Section under the Laboratory Branch, where Nuclear and Radiological tests for the army are performed, as well as routine activity for the calibration of field dosimetry.

 

 

VILARDI, Ignazio

Ignazio Vilardi is a researcher of Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA).

VOLPETTI, Dr. Vito

Mr. Volpetti graduated in Biological Sciences at the University of Bari, Italy, in 1998 discussing a thesis in Molecular Biology (Bioinformatics). He was then engaged in academic research in Italy, UK and USA; laboratory experience resulted in peer-reviewed publications on bioinformatics, plant virology, molecular biology and genetic engineering. In 2005 Mr. Volpetti was recruited in the Italian Army as a CBRN Officer and participated in the ISAF mission.

Mr. Volpetti joined Thales in 2007 to manage the project on the development of CBRN Mobile Laboratories. In 2012 he was appointed Thales Italia CBRN Product Manager. Since 2009 he is registered at the European Defence Agency (EDA) as CnGE (Captech non-Governmental Expert).

In 2010 Mr. Volpetti obtained the Master of Sciences Degree in “Protection in CBRN events” at the University of Tor Vergata (Rome). Since graduation, he has often been invited to give lessons, seminars and talks on CBRN topics at University of Tor Vergata events and courses.

WENGLER, Patrick

Patrick Wengler is a Project Officer in the Assistance and Protection Branch of the Organisation for the Prohibition of Chemical Weapons (OPCW). Prior to his current appointment in 2020, he was a Police Inspector and lecturer for various universities and

international organisations, including NATO. His remit at the OPCW covers non- proliferation projects as well as training programmes in emergency management and investigation in a contaminated environment as a result of his extensive experience as a Law Enforcement Officer.

Mr. Wengler is a Luxemburgish citizen holding a Master of Science in Security Studies from the London Metropolitan University (UK), a Masters in CBRN first responder and decision making from the University of Rome Tor Vergata (IT), and a University Degree in tactics and techniques in case of a CBRN / HAZMAT incidents from the University du Haut-Alsace (FR). He is also a Hazardous Material Technician qualified by the New Jersey State Police (US).

 

 

WIESLANDER, Elisabeth  J.S.

Dr J.S.E. Wieslander has over the past two decades contributed predominantly to the domains of nuclear non-proliferation, nuclear explosion monitoring, and her forte is particularly in research and development of nuclear radiation detection systems and environmental sampling in air, water and underground as well as associated concepts of operations. She has worked in the private sector, the university domain, the EU Commission's research center (JRC) and in the United Nations organisations CTBTO and now lately the IAEA. Up until 2016 Wieslander was the project leader and technical expert for the noble gas detection development programme in CTBTO's on-site inspection division.

Dr Wieslander holds a PhD in nuclear physics from Jyväskylä University (Finland), a M Sc in engineering physics from Lund Institute of Technology (Sweden), and has a background of a couple of years in medicine before changing to science and engineering.

 

 

ZAGARELLA, Col. Raffaele

Officer of the Italian Army Engineer Corps

Career:

As Lieutenant,  RZ attended the mandatory Technical Course for newly enlisted officers (in Turin and Rome).

Promoted to the rank of Captain RZ was in charge of supervising contracts with private companies as “Quality Assurance Responsible”

Promoted to the rank of Major RZ started working as Radio Protection Advisor (RPA) dealing mainly with X-ray machines for security controls and environmental radiation surveys.

Promoted to the rank of Lieutenant Colonel RZ has been appointed the command of the Environmental Safety Division at CISAM.

Positions held:

  • RZ has been Technical Director of many training courses in radiation safety for military personnel.
  • RZ is involved, together with other Italian officers, in projects of cooperation with the NATO Joint CBRN Defence Centre of Excellence (Vyskov, Czech Republic)
  • RZ is in charge, as Army representative, of an Agreement with the Engineering Department of Pisa University. According to terms of this Agreement, he has been thesis supervisor for students interested in specializing in environmental radiation monitoring.
  • RZ worked as Military Technical Consultant for the Prosecutor’s Office of Larino (CB), Lamezia Terme (CZ) and S. Maria Capua Vetere (CE) during judicial investigations about environmental crimes.
  • RZ is a full member of the Italian professional association of RPAs (ANPEQ) and radiation safety experts (AIRP).
  • RZ is called as lecturer by the University of Rome Tor Vergata for the “Master CBRNe”
  • RZ was member of the Scientific Committee of the 2015 AIRP Congress
  • RZ was member of the Scientific Committee of the 2016 “Study day in radiation protection” organized by the University of Pisa and AIRP
  • In 2017 RZ was appointed as Secretary, for a three years mandate, of the “High School of Radiation Protection C. Polvani”

 

ZASTENSKAYA, Irina

Medical professional by education: graduated from Minsk State Medical University (PhD in medical science).

Employed at WHO ECEH since 2012. The portfolio of the position includes all health-related aspects of chemicals safety, including public health management during chemical emergencies, one of the core responsibilities being to provide expertise and  technical leadership in such situations.

Previous positions include: chief scientist and head of Laboratory of Biochemical Methods of Research (6 years); Deputy Director of Science at the Republican Research Practical Centre of Hygiene (Minsk, Belarus) (12 years).

Extensive experience in policy development at national and international level,  environmental health research prioritization, research in public and environmental health, and chemical safety. Since 1999, have been involved in international processes in the areas of chemicals management and management of emergency situations, first as country representative and later as WHO staff member.
