Health Safety of Officers and Civilians in the Context of Full-Scale Conflict

University of Rome Tor Vergata Contributes to the International Conference “Health Safety of Officers and Civilians in the Context of Full-Scale Conflict” in Warsaw

 

The University of Rome Tor Vergata, through its internationally recognized activities in the field of CBRNe risk reduction, health security, emergency preparedness, and crisis management, actively contributed as a co-organizing academic partner to the International Conference “Health Safety of Officers and Civilians in the Context of Full-Scale Conflict”, held in Warsaw, Poland, on 27–28 May 2026.

 

The conference, organized under the framework of the Polish national SCIENCE VECTORS Programme and supported by leading academic, military, healthcare, and security institutions, brought together experts, researchers, military professionals, healthcare practitioners, decision-makers, and representatives of international organizations from across Europe and NATO member countries.

The event focused on the evolving challenges posed by modern conflicts, addressing topics such as health protection, crisis management, civil protection, resilience, military medicine, trauma care, public health preparedness, and innovative technologies supporting emergency response.

The University of Rome Tor Vergata was prominently represented by:

  • Prof. Andrea Malizia, Director of the International Master Courses in Protection Against CBRNe Events (Base and Advanced Levels), Department of Biomedicine and Prevention;
  • Prof. Francesco Garaci, Full Professor of Radiology and Dean of the Departments of Radiology and Nuclear Medicine at Tor Vergata University Hospital;
  • Dr. Alba Iannotti, researcher and expert in CBRNe training methodologies, participating online on behalf of the University of Rome Tor Vergata and the Health Safety Environmental Research Association (HESAR).

During the conference, the Tor Vergata delegation delivered three presentations highlighting the University’s longstanding commitment to innovation, preparedness, and resilience in the field of non-conventional threats.

 

Drones and CBRNe: New Threats but New Ways to Reduce Threats

Prof. Andrea Malizia presented an overview of the rapidly evolving role of unmanned systems in CBRNe scenarios. The presentation examined how drones can represent emerging security challenges while simultaneously offering unprecedented opportunities for monitoring, detection, situational awareness, sampling, mapping, and decision support during chemical, biological, radiological, nuclear, and explosive incidents.

 

How PTV Hospital is Approaching New Plans to Face CBRNe Events

Prof. Francesco Garaci illustrated the preparedness activities being implemented at the Policlinico Tor Vergata (PTV) Hospital to strengthen institutional readiness against CBRNe emergencies. The presentation focused on hospital resilience, emergency planning, inter-agency cooperation, healthcare continuity, and the integration of specialized response procedures aimed at protecting both patients and healthcare professionals during complex emergencies.

 

Table Top Exercises as an Instrument to Train Experts

Dr. Alba Iannotti presented the experience gained through the International Master Courses in Protection Against CBRNe Events and other international initiatives, highlighting the effectiveness of Table Top Exercises (TTX) as a powerful training methodology for developing decision-making capabilities, interagency coordination, communication skills, and crisis-management competencies among CBRNe professionals and emergency responders.

 

The participation of Tor Vergata further strengthened the international visibility of the University’s educational and research activities, while fostering new opportunities for scientific cooperation with institutions involved in health security, civil protection, military medicine, and resilience-building initiatives.

 

Particular appreciation is extended to Assoc. Prof. Karolina J. Helnarska, Project Manager of the conference and representative of WSB Merito University Poznań, for the invitation, excellent organization, and warm hospitality provided throughout the event.

The conference represented an important opportunity to exchange experiences with leading experts from military, healthcare, academic, and governmental institutions, reinforcing the role of international cooperation as a key element in addressing the increasingly complex security challenges of the contemporary world.
